The Artyom transport and logistics centre has been inaugurated as the first container train departed to Elektrougli, the largest container terminal in the capital’s urban agglomeration.
Implemented in the Primorie Territory with support from VEB.RF and Sber, the Artyom project uses the Project Financing Factory mechanism overseen by the Russian Ministry of Economic Development. The project operator is FinInvest.
The project budget is estimated at 40.3 billion roubles. The syndicate of VEB.RF and Sber will lend 31.5 billion roubles for a term of 15 years. VEB.RF’s approved commitment is 7.4 billion roubles, including 2.7 billion roubles provided by VEB.RF on concessional terms through the Ministry for the Development of the Russian Far East and Arctic under high-priority investment projects for the Far East.

The implementation of such an ambitious project will contribute to achieving the goals set by the Russian President in relation to increasing the volume of shipments along international transport corridors. The project will improve the accessibility and quality of transport services, as well as creating new jobs in the Far East.”
Artyom will be the largest dry port provided with modern railway, terminal, warehousing and customs clearance infrastructure facilities capable of handling the logistical needs of cargo owners and delivering high-quality services that meet international standards. The terminal will use technologies accelerating the handling of container trains and the loading of containers onto trains, as well as handling long trains.

The project was implemented in close cooperation with the Ministry for the Development of the Russian Far East and Arctic, the Russian Ministry of Transport, the Primorie Territory Administration, VEB.RF, Sber, and Russian Railways.”
Artyom will increase Far Eastern ports’ freight traffic and bring down consignors’ transport costs. Ultimately, the dry port will help to achieve the strategic goals of socio-economic development in the Primorie Territory until 2030. Its annual cargo turnover is expected to reach 1 million TEU. The total area of the transport and logistics centre is approximately 455 hectares. It is intended that Phase 1 of the project will create more than 230 new jobs.
