VEB.RF and Khabarovsk Territory Agree to Implement New Projects Worth RUB27bn

The cooperation agreement was signed by Sergey Abramov, First Deputy Chairman of the Khabarovsk Territory Government, and Artyom Dovlatov, Deputy Chairman, VEB.RF.

Artyom Dovlatov said: “Our central focus is on sports and tourism infrastructure projects that make the region more attractive to investors. The total value of the new projects, for which we agreed financing today, is approximately 27 billion roubles. The projects will also be provided with concessional financing through the Ministry for the Development of the Russian Far East and Arctic. In addition, we are ready to assist in finding investors. To finance these projects, we are ready to use all instruments available from the VEB.RF Group’s entities and obtain co-financing from commercial banks.”

“I believe that the cooperation agreement we signed today marks the beginning of a strategic partnership that provides new opportunities for large-scale, high-quality development in our Khabarovsk Territory. We appreciate VEB.RF’s willingness to become our reliable partner in efforts to achieve the Khabarovsk Territory’s ambitious goals. I am confident that VEB.RF’s powerful expertise and financial and organisational potential will serve as a catalyst to take our key projects to a fundamentally new level,” Sergey Abramov said.

According to him, the cooperation will be structured in several strategic areas: integrated spatial development, including creating a modern urban environment; housing construction and renovation (Khabarovsk-City); the development of critical infrastructure (transport, tourism, social services), which lays the foundations for any economic activity (Khekhtsir, Kholdomi, Friendship of Peoples Park); and the implementation of major projects that will not only ensure increased industrial production in the Khabarovsk Territory, but will also generate new, high-quality jobs and significant tax revenues.

The following investment projects were selected:

Creating community and tourism infrastructure (total investments of at least 4 billion roubles) under the investment project “Construction of the Khabarovsk-City Financial and Business Centre”;

Setting up the Khekhtsir sports and tourism complex, which includes building hotels and creating ski infrastructure with a total length of more than 9 kilometres (total investments of at least 10 billion roubles);

Creating Friendship of Peoples Park on Bolshoy Ussuriysky Island, which includes building a congress hall, exhibition halls, ethnic shops, cafes, restaurants, and a recreation area (total investments of about 4 billion roubles);

Developing the Kholdomi mountain resort, which includes building cable cars, hotels, a restaurant, a spa, and capsule houses (total value of about 9 billion roubles).
