Initial Financing Provided by VEB.RF for Public Lighting Modernisation in Birobidzhan

VEB.RF has provided 376 million roubles in concessional financing for the large-scale public lighting modernisation project in Birobidzhan. Work is carried out under the Far Eastern Concession programme. Implemented in the region’s administrative centre, the project will raise the illumination level from 36 to 92 per cent in the case of streets and from 0 to 100 per cent in the case of yards, with the proportion of energy-saving lighting increased from 40 to 100 per cent.

VEB.RF will provide a total of 729 million roubles in financing for the Birobidzhan project, including a soft loan of 376 million roubles from VEB.RF through the Ministry for the Development of the Russian Far East and Arctic.

The project involves replacing light poles and fittings and building new lighting systems for unilluminated streets. In addition to installing a total of 6,682 LED luminaires and 3,643 poles, Birobidzhan will be provided with a command centre for public lighting control. Work on the project started in late 2023.

VEB.RF and Boos Lighting Group (BL Group) signed the loan agreement to modernise the public lighting system in Birobidzhan in April 2025. The total project value is 1.25 billion roubles.

Developing urban community infrastructure and improving quality of life in cities are high on VEB.RF’s list of priorities. Projects to improve and modernise public lighting systems are of great social significance. VEB.RF participated in completed investment programmes to modernise lighting in Volgograd and Nizhny Novgorod and is currently involved in the large-scale modernisation of public lighting in Chita.
