VEB.RF to Provide Financing for Yaroslavl Region’s New Tourist Complex

VEB.RF will provide financing on concessional terms for the construction of Koprino Posad, a multifunctional, all-season tourist complex in the Yaroslavl Region on the shores of the Rybinsk Reservoir (Yaroslavskoye Vzmorye Resort). The project will be implemented with the support of Tourism.RF.

Anna Abramova, Managing Director, VEB.RF: “The unique natural potential of the area—the vast expanse of the Rybinsk Sea, sandy beaches, and towering pine trees—is an undeniable advantage. The resort’s infrastructure will appeal to families with children, outdoor enthusiasts, weekend tourists, cruise passengers, and residents of the Yaroslavl Region and neighbouring areas. The new tourist complex is expected to be the largest in the Yaroslavl Region. The total project value is 7.6 billion roubles, with VEB.RF’s commitment of 5.7 billion roubles, including a soft loan of 4.9 billion roubles under a programme run by the Russian Ministry of Economic Development.”

The complex will consist of two three- and four-star hotels with a total of 350 rooms, a yacht club, a beach, and related tourism infrastructure facilities.

It is expected that the federal agency in charge of state expert reviews will examine the design documents and engineering surveys and give its approval to the project by the end of 2025. Construction is scheduled to start in 2026.

Experts estimate the additional tourist flow at over 100,000 per year; tax revenues at all levels should exceed 5 billion roubles over the project implementation period; and more than 200 new jobs will be created.

Yaroslavskoye Vzmorye Resort (managed by Vasta Discovery) has been open to guests since 2010. It is a unique resort area in the European part of Russia, creating a fundamentally new format for recreation that harmoniously blends magnificent nature with state-of-the-art technology. The core of the resort is the Koprino Bay Park Hotel, which includes cottages and hotels. A new building, the four-star Koprino Plaza Park Hotel with 127 rooms, opened in late 2023. The project is part of the Tourism and Hospitality Industry national project. The resort also includes a wellness centre, an outdoor all-season swimming pool with a view of the Volga, and the Koprino yacht club.
