VEB.RF and Sber Set to Jointly Finance Artyom, Russia’s Largest Dry Port in Primorie

VEB.RF and Sber have signed a syndicated loan agreement for the project to build the Artyom multimodal transport and logistics centre in the Primorie Territory.

The project will use the Project Financing Factory mechanism overseen by the Russian Ministry of Economic Development. The project budget is estimated at 40.3 billion roubles. In accordance with the agreement, the syndicate will lend 31.5 billion roubles for a term of 15 years. VEB.RF’s approved commitment is 7.4 billion roubles, including 2.7 billion roubles provided by VEB.RF on concessional terms through the Ministry for the Development of the Russian Far East and Arctic under high-priority investment projects for the Far East. The project operator is FinInvest.

Artyom Dovlatov, Deputy Chairman, VEB.RF: “This is an important step towards completing the large-scale project to enhance the competitiveness of Russian seaports and develop the country’s transport infrastructure. The project will enable us to increase Far Eastern ports’ freight traffic, bring down transport costs and speed up the movement of goods, thus providing additional opportunities for economic growth in the region. The project will also make it possible to create new jobs and contribute towards the strategic goals of socio-economic development in the Primorie Territory until 2030.”

Anatoly Popov, Deputy Chairman of the Executive Board, Sberbank: “The Artyom dry port is more than just a new infrastructural project in the Primorie Territory. Its construction has enormous importance for the entire transport and logistics industry of Russia. Artyom will become the largest port in Russia and one of the key links in the supply chain between Russia and China, which will increase our trade with friendly countries. Sber’s priorities include financial support for the projects that stimulate the regional economy and ensure job creation.”

Maxim Kolesnikov, First Deputy Minister of Economic Development: “The Artyom transport and logistics project is aimed at attaining the national development goal Resilient and Dynamic Economy, set by Russian President Vladimir Putin. Such a large infrastructural project will help to increase freight traffic and speed up the delivery of industrial freight and goods to businesses and individuals in the Primorie Territory. Artyom will improve the efficiency of Far Eastern seaports by freeing them from non-core operations, such as cargo storage and distribution. The construction of the terminal will use the Project Financing Factory mechanism designed to guarantee that investors have a stable interest rate.”

Artyom will be the largest dry port located in the Russian Far East and provided with modern railway, terminal, warehousing and customs clearance infrastructure facilities capable of handling the logistical needs of cargo owners and delivering high-quality services that meet international standards. The terminal will use a unique technology accelerating the handling of container trains.

The total area of the transport and logistics centre is approximately 455 hectares. Its annual cargo turnover will be 0.5 million TEU. It is intended that the project will create 230 new jobs. Phase 1 is provisionally scheduled to be put into operation in 2025; Phase 1 is scheduled for completion in 2027.
