VEB.RF to Provide RUB7bn in Concessional Financing for Krasnodar Territory Tourism Infrastructure Construction
VEB.RF will provide financing for the construction of three five-star hotel complexes in the Krasnodar Territory.

VEB.RF’s involvement in the Tourism and Hospitality Industry national project contributes to creating first-rate tourist attractions that help to increase domestic tourism, improve quality of life and strengthen regional economies. Such projects are carried out in dozens of Russian regions to extensively build their modern tourism infrastructure. The projects are of particular significance to southern Russia, including the Krasnodar Territory, which is a traditional tourist destination. Under the programme implemented by the Russian Ministry of Economic Development to create the country’s tourism infrastructure, VEB.RF will provide 7 billion roubles in concessional financing for the construction of three five-star hotel complexes in the Krasnodar Territory, totalling 8.9 billion roubles.”
Financial support from VEB.RF will help to build tourism infrastructure facilities having a total of 500 hotel rooms: a five-star resort hotel with 160 rooms in Olginka, Tuapse District; Amphitryon and Daglar, hotels located in the Lefkadia Valley cluster with 121 and 219 rooms, respectively, in the Krymsk District.
The main advantages of the Olginka hotel are its seaside location, rooms with a view of the sea, spatial privacy, and forest surroundings. This location is a popular tourist spot due to the natural features of Olginka Cove: clean air; pebble beaches; mountains in the vicinity; vegetation diversity, including coniferous and relict trees; the warmest, cleanest and calmest sea waters in the area. In addition, the project’s location has a rich history of recreation: it was used for so-called “seaside residences” in pre-Soviet times and for sanatoriums, health resorts and resort hotels in Soviet times, including the Orlyonok Children’s Centre. The project is scheduled for completion in the 1st quarter of 2028.
The Lefkadia Valley project involves continuing to comprehensively developing an area of about 1,500 hectares in the village of Moldovanskoye in the Krymsk District, Krasnodar Territory, 102 kilometres away from Krasnodar and 53 kilometres away from Novorossiysk. Lefkadia Valley’s existing facilities include four wineries; a tourist complex with a wine museum, tasting rooms, retail outlets, a restaurant, and a pizzeria; two spas; a dairy farm; and a greenhouse facility. The project is made more attractive by property developments, which include detached houses and blocks of flats, high-quality utility networks, and an extensive road network.
Additionally, the development project for the Lefkadia Valley cluster involves building Amphitryon and Daglar, five-star hotels with a total of 340 rooms, which include outdoor and indoor swimming pools, business centres with conference halls, a spa centre, cafes, and restaurants. The construction is scheduled for completion in 2027.
The Lefkadia Valley projects will result in increasing the region’s tourist flow and creating more than 300 new jobs.
