VEB.RF and PSB Start Financing Large-Scale Production of ATOM Electric Vehicles

VEB.RF and PSB have released the first 14 billion roubles tranche of a syndicated loan to finance large-scale production of Atom electric vehicles. The project implemented using the Project Financing Factory mechanism is supervised by the Russian Ministry of Economic Development.

The RUB24bn syndicated loan to launch large-scale production of Atom electric vehicles was signed among VEB.RF, PSB and KAMA at the St. Petersburg International Economic Forum 2025. The project is recognised by the Russian Government as a high priority.

Earlier in 2023 and 2024, the Industry Development Fund coordinated by VEB.RF under a mandate from the Russian Ministry of Industry and Trade granted two low-interest loans to KAMA totalling about 10 billion roubles under the Auto Parts programme. The IDF’s funds were primarily used for die tooling to produce body parts and series tooling for exterior and interior elements, and for purchasing welding equipment for bodywork.

Atom is marketed as the first production electric vehicle designed from scratch in Russia. According to the designers, the vehicle will deliver a 500-km drive range and accelerate to 100 km/h in 8 seconds. The vehicle’s embedded electronic architecture includes Atom OS, a cybersecurity operating system, and a digital marketplace.
