VEB.RF to Support Infrastructure Development of Father Frost Theme Park in Vologda Region

At the St. Petersburg International Economic Forum, VEB.RF, the Government of the Vologda Region and Father Frost Theme Park LLC entered into a strategic cooperation agreement. The parties agreed to set up a special economic zone for tourism and recreation on the basis of Father Frost Park in Veliky Ustyug.

The document was signed by VEB.RF Senior Banker Anton Perin, Head of Government of the Vologda Region Aleksandr Mordvinov and General Director of Father Frost Theme Park LLC. Oksana Kosachenko.

“Father Frost Theme Park was created in Veliky Ustyug District in 2024 with support from the Governor Georgy Filimonov. The main goal is to transform the existing Father Frost’s residence into an all-year federal cluster of cultural, eventful, educational and tourism infrastructure,” said Aleksandr Mordvinov. “The regional Government intends not only to rehabilitate Farther Frost’s residence but also to improve urban environment, which is especially important on the eve of the city’s 880’s anniversary. This is a large-scale project, so new investors involved in creating a special economic zone for tourism and recreation in Veliky Ustyug will bring the project to a qualitatively new level and boost the tourist flow.”

“Development of urban infrastructure and public spaces is high on VEB.RF’s list of priorities. We place a particular emphasis on the projects that preserve and develop national cultural traditions and create new opportunities for family recreation and tourism. Father Frost Theme Park in Veliky Ustyug has considerable potential for enhancing the tourist appeal, creating new jobs and improving the investment climate in the Vologda Region. VEB.RF is ready to carry out a detailed due diligence, financial and banking analysis and to consider an investment model, including potential debt financing. We are also ready to provide advice on raising federal and private investments, including government support measures,” said Anton Perin.

“VEB.RF’s support is an important factor in transforming Father Frost Theme Park into a federal infrastructure project. We are developing a sustainable territorial model, including new tourism, cultural and educational formats that would have an economic impact for the region and the country as a whole,” said Oksana Kosachenko.

In Autumn 2024, with support from the Vologda Region Government, Father Frost Theme Park LLC was established to develop the key cultural area in Veliky Ustyug. The company’s main goal is to transform the existing Father Frost’s residence into an all-year federal cluster of cultural, eventful, educational and tourism infrastructure. The project aims to promote Father Frost as a national symbol, form the cultural code and a new model of domestic tourism based on such values as traditional customs, conscious consumption and integration of regional brands into the federal economy.
