Federal Passenger Company to Upgrade Passenger Carriages with Support from VEB.RF

A cooperation agreement was signed at the St. Petersburg International Economic Forum.

“The document we signed today recognises our mutual interest to foster further cooperation. With support from VEB.RF, we expect to achieve FPC’s strategic goals by 2030 such as long-distance train traffic increased up to 119 million passengers and a higher percentage of innovative rolling stock,” said FPC’s General Director Vladimir Pyastolov.

In the end of February 2025, as decided by FPC’s Board of Directors, FPC entered into a loan agreement with VEB.RF to finance the purchase of rolling stock from TVZ with a credit line for 30.5 billion roubles. This cooperation will also contribute towards the national development goal “Sustainable and Dynamic Economy”.

Anton Perin, Senior Banker, VEB.RF: “To date, we have made a full advance payment for the supply of 207 railway carriages, while 134 carriages are already in operation. VEB.RF’s new Development Strategy 2030 aims to achieve the national development goals set by the Russian President. So transport machine building is a priority industry for VEB.RF’s investment activities. VEB.RF provides financing for the investment programme to modernise passenger carriages for long distance trains. By 2030, 30% of the rolling stock will be upgraded. To identify the optimum project financing structure, we will use the entire range of available instruments provided by VEB.RF’s development institutions.”
