Chelyabinsk Campus: VEB, Chelyabinsk Region and CCC Establish Cooperation Mechanism

The Government of the Chelyabinsk Region, VEB.RF and Chelyabinsk Concession Company (CCC) co-founded by VTB Infrastructure Holding have signed a direct agreement for the project to build a world-class interuniversity campus in the Chelyabinsk Region. The agreement outlines the conditions for the parties’ cooperation throughout the term of the concession agreement including the payment procedure, changing of financing conditions and exchange of project information.

The document was signed by Minister of Education and Science of the Chelyabinsk Region Vitaliy Litke, CCC General Director Alexey Shulepov and VEB.RF Managing Director Nikolay Borisenko in the presence of Governor of the Chelyabinsk Region Alexey Teksler, Member of the Management Board of VTB Bank Vitaliy Sergeychuk and VEB.RF Deputy Chairman Oleg Govorun.

The campus project is implemented using the public-private partnership mechanism and stipulates creating a modern educational infrastructure with a total area of 121.800 square metres earmarked for students from seven regional universities. Two student hotels were completed and hosted residents in 2024 in the first phase of the project. Currently, the second and third phases of the project are being developed. Six hotels under the second phase, and an educational and research facility and a multi-purpose facility containing conference halls are scheduled to be launched in 2026 and 2027 respectively.

According to Alexey Teksler, the project becomes possible due to joint financial resources and outstanding team work. “I would like to thank all of you for decisions taken. The campus to be built in Chelyabinsk is a most important educational project key to sustainable regional development. We are investing in the future, in new educational spaces for students helping them to solve scientific problems. It would be impossible to implement such a major project without our partners, primarily, the Russian Ministry of Science and Higher Education which has allocated funds from the federal budget. The project has also attracted funds from the regional budget. Apart from that, a substantial share of financing comes from private investors. I would like to thank our partners, State Development Institution VEB.RF and VTB Bank being not only a financial investor, but also the project leader operating through its subsidiary, Chelyabinsk Concession Company. Together with our partners, we are implementing a critical project. Thank you so much,” he said.

Alexey Shulepov, General Director, CCC: “The first phase of the project has been completed within an unprecedented timeframe, and permissions duly granted for subsequent phases prove a high level of project management. The Chelyabinsk Region interuniversity campus is an impressive example of successful partnership among private investors, public authorities and academic circles aimed at creating a system of training highly qualified professionals and strengthening innovation potential of the region and Russia as a whole.”

Nikolay Borisenko, Managing Director and Head of Investment Financing, VEB.RF: “The agreement specifies the terms and conditions for long-term cooperation among the Government of the Chelyabinsk Region, VEB.RF and the concession holder, Chelyabinsk Concession Company, and determines the approaches to risk allocation, thus promoting effective cooperation and active involvement of the parties for successful project implementation.”
