VEB.RF to Invest 4.9 Billion Roubles in Heat Supply Facilities in Khabarovsk and Primorie Territory
VEB.RF and Intelligent Utility Systems signed indicative terms and conditions for transactions to modernise heat supply facilities in Vanino, Khabarovsk Territory, and Fokino, Primorie Territory during the St Petersburg International Economic Forum 2025.
Total investments in the projects exceed 9 billion roubles (5.7 billion roubles and 3.7 billion roubles in Vanino and Fokino respectively), with VEB.RF’s projected commitment assessed at 5 billion roubles. The projects are implemented using the concession mechanism. The modernisation programme will run until 2046.
Nikolay Borisenko, Managing Director, VEB.RF: “The programmes to modernise heat supply facilities in Vanino and Fokino will help to improve quality of life of 36,200 people by enhancing reliability of heat supply systems and encouraging environmental improvement in the regions. The transition to innovative technologies is key to successful implementation of utility projects. Under the terms of the agreement, the municipality will retain ownership of all utility facilities. The concession model envisages long-term planning and allows private investment to be attracted by regional and municipal authorities to modernise and construct community facilities without detriment to municipal control of strategically important facilities. VEB.RF will continue to work on urban development projects as stipulated by its development strategy 2030 paying special attention to the Far East.
Currently, ten regional projects receive financing from VEB.RF in partnership with federal operators to modernise public utility infrastructure.”
Maria Alferova, CEO, Intelligent Utility Systems: “The concession mechanism set out in programmes for modernising public utility infrastructure allows for utility upgrading at a faster pace. The Intelligent Utility Systems Group is involved in investment programmes under eight concession agreements covering the territory from the Moscow Region to the Far East and totalling over 40 billion roubles. In the current economic situation, financial support from companies such as VEB.RF is of particular importance for performing concession obligations and delivering quality heating services.
The modernisation programme implemented in Vanino, Russia’s second largest coal port on the Pacific Coast built with VEB.RF’s financial support, envisages constructing a new modern boiler system switched from heating oil to more economical coal fuel, as well as reconstructing 28 km of heating systems, building 11 km of heating pipelines and 1.2 km of hot water systems to improve the service quality.
The concession agreement under Fokino modernisation programme provides for gasification of boiler system No. 1/2 with 46.5 MW capacity, construction of a gas operated modular boiler facility in Dunai settlement with 26.4 MW capacity and reconstruction of seven central heat supply systems and 22 km of heating networks.
