ROSSIYA Bank and VEB.RF to Cooperate under Project Financing Factory Programme

At the St. Petersburg International Economic Forum 2025, ROSSIYA Bank and VEB.RF signed an agreement to cooperate under the Project Financing Factory programme.

As part of cooperation, ROSSIYA Bank provides financing of 10 billion roubles which allows VEB.RF to lend to projects under VEB.RF’s Strategy.

The documents were signed by Chairman of the Executive Board of ROSSIYA Bank Tatiana Polinko and First Deputy Chairman of VEB.RF Alexey Miroshnichenko.

The PFF mechanism is designed to finance projects under syndicated loan agreements. Under the agreement for participation in the programme between ROSSIYA Bank and VEB.RF (as the Factory’s operator and syndicate arranger), the Bank may be involved in due diligence and investment project financing.

“VEB.RF Group is a major Russian development institution which plays a key role in implementing national projects. The Project Financing Factory has been recognised as a reliable mechanism for a variety of projects with private investment, including complex infrastructure projects. For ROSSIYA Bank, joining the Programme is an important contribution towards Russia’s national development goals that the whole country is working on,” said Tatiana Polinko.

“VEB.RF’s Development Strategy 2030 recently approved by the Supervisory Board provides for a significant increase in the amount of financing allocated for major investment projects, development of key populations centres and geostrategic regions, technological leadership, export and entrepreneurship support. We need to expand the pool of partners from among commercial banks for such large-scale projects. One form of collaboration is participating in syndicated lending, including under the Project Financing Factory programme. Indirect project investment through VEB.RF is another format we offer to our partners,” said Alexey Miroshnichenko.
