VEB.RF and Natsproektstroy Group to Jointly Implement PPP Projects Totaling 1 Trillion Roubles

The parties signed a Memorandum of Cooperation to develop a portfolio of promising public-private partnership projects during the St. Petersburg International Economic Forum.

Nikolay Tsekhomsky, First Deputy Chairman, VEB.RF: “Natsproektstroy is our long-standing partner in a whole range of transport projects. We are going to jointly invest about 1 trillion roubles in specific high-potential projects under consideration for the period until 2030. Currently, we are identifying structuring approaches and assessing PPP project viability. VEB.RF is also considering its involvement in financing in partnership with commercial banks and development institutions, including government support arrangements. The projects include construction of bridges, roads, bypass routes and railway infrastructure.”

VEB.RF will consider the following finance options: syndicated loans, credits, equity funds; the Project Financing Factory programme; soft lending in the Far East and the Arctic; the Far Eastern Concession programme; bank guarantees and surety bonds; SPV bond investment; financing of leasing transactions to purchase equipment and transport for infrastructural projects.

For its part, Natsproektstroy has prepared proposals for mechanisms to implement PPP infrastructural projects including concessions widely used in the market, PPP agreements and long-term investment agreements, as well as a brand new EPCF contract mechanism.

Accordingly, we have agreed to strengthen cooperation and continue our focused work meeting VEB.RF’s mandate as a development institution in key areas, primarily, in road, port and airport infrastructure.”

Natsproektstroy is Russia’s leading infrastructure holding involved in infrastructural projects aimed at creating transport (including motor, railway and port infrastructure), power and urban infrastructure in Russia and abroad.
