Supervisory Board Gives Its Approval to VEB.RF’s Development Strategy 2030

Chaired by Russian Deputy Prime Minister and Chief of Staff of the Government Executive Office Dmitry Grigorenko, a meeting of VEB.RF’s Supervisory Board has approved VEB.RF’s Development Strategy 2030. The basic provisions of the new strategy had previously been discussed by a strategy session held under the chairmanship of Russian Prime Minister Mikhail Mishustin. Following the discussion, the document was revised, inter alia, to finalise the organizational mission statement, vision and core values, as well as detailing of the strategic goals of development institutions and their quantitative metrics.

“For the government, the VEB.RF Group serves as an effective tool to resolve complex economic issues and improve quality of life in Russia. VEB.RF entities provide financing and ensure implementation for strategically important projects. These include new schools, airports and factories, modernised urban water supply systems and transport infrastructure facilities, and supported extractive industries. The new strategy shows that VEB.RF today acts not only as a financier, but also as a project office that provides a platform for the joint efforts of large businesses, regions, commercial banks and development institutions. The expertise and experience of the VEB.RF team help to fulfil current tasks, as well as taking on new complex projects. In this regard, we count on the Group’s active and systematic work on implementing the approved strategy. This is an important contribution towards Russia’s national goals,” Dmitry Grigorenko said.

The new strategic cycle of the VEB.RF Group encompasses five key areas: major investment projects, key population centres and geostrategic regions, technological leadership, export support and entrepreneurship. In partnership with the public and private sectors, the VEB.RF Group will provide support for projects worth over 30 trillion roubles by 2030, including 15 trillion roubles in projects involving VEB.RF.

“We are pursuing the new strategy to streamline the relationship between the government and development institutions. VEB.RF has developed a business model that makes it possible to keep a balance between risks and benefits from the implementation of projects in the best interests of the government, investors and banks. VEB.RF maximises its support for the economy through partnership and co-financing. This allows commercial financing to go to projects aimed at achieving the national goals and implementing the presidential agenda for development, which is based on quality of life,” said Maxim Oreshkin, Deputy Head of the Presidential Executive Office of the Russian Federation.

For his part, VEB.RF Chairman Igor Shuvalov noted that before receiving approval, the strategy had gone through at the policy-making level of the Presidential Executive Office, the Russian Government, private-sector customers, and leading experts in strategic management. “We can see a demand for getting closer cooperation from development institutions and creating all-in-one solutions for the government’s main priorities. The implementation of the strategy, our new mission and our vision will enable the entire VEB.RF Group to have better economic and social outcomes while achieving the national development goals and improving quality of life,” he said.
