VEB.RF Offers RUB245bn in Guarantees for Performance Under Advanced Technology Projects

This was stated by Evgeniya Gadzhieva, Executive Director, VEB.RF, at the panel discussion “Industrial Automation: Advanced Technologies and Solutions” during the 20th GOSZAKAZ All-Russian Forum and Exhibition.

Surety bonds issued by VEB.RF for technological sovereignty and structural adaptation projects are designed to support advanced technology. “We use a simplified procedure to issue surety bonds for loans fr om systemically important credit institutions: the borrower works with its bank, with double underwriting excluded. VEB.RF takes a decision based on a questionnaire received from the bank,” Evgeniya Gadzhieva said. As a reminder, the surety bond lim it is 50 per cent of the debt obligation, and the maximum value of the VEB.RF programme totals 400 billion roubles.

VEB.RF’s support measures are also guarantees for machine-tool manufacturing, which includes robot systems. The Supervisory Board of VEB.RF has approved a programme for up to 45 billion roubles. “Our support includes guarantees and surety bonds issued to secure the performance of manufacturer obligations in public- and private-sector procurement procedures (bid bonds); contract performance bonds, including advance payment bonds; guarantees and surety bonds for loans from commercial banks and the Industry Development Fund (a maximum of 60 per cent of the value of obligations). The programme also offers a reduced guarantee fee and an accelerated due diligence process for transactions,” Evgeniya Gadzhieva said.

VEB.RF’s support for advanced technology projects includes the Cluster Investment Platform (CIP) programme. Approval has been given to as many as 55 projects totalling 1.1 trillion roubles under the programme. The key sectoral areas of CIP projects involving VEB.RF include high technology, pharmaceuticals, medical equipment, chemicals, petrochemicals, microelectronics, machine-tool manufacturing, shipbuilding, vehicle manufacturing, and power engineering. In the case of technological sovereignty and structural adaptation projects, a total of 49 projects for almost 3.8 trillion roubles have been selected to date to receive funding from commercial banks and VEB.RF. These include seven projects worth 234 billion roubles implemented with the involvement of VEB.RF.

“On the whole, it is noteworthy that the VEB.RF Group has everything to take projects all the way through from idea to finished product. These include reverse engineering for technologies and components in cooperation with the Agency of Technological Development; concessional loans and guarantees for small and medium-sized enterprises and support for small innovation companies from the Foundation for Assistance to Small Innovative Enterprises; imports of components in cooperation with the Russian Export Center Group; loans from the Industry Development Fund for the supply of equipment; software engineering for industrial applications in cooperation with the Russian Fund for the Development of Information Technologies,” Evgeniya Gadzhieva said.

The Manufacturing and Automation Systems national project, which includes the Promotion of Industrial Robot Systems and Industrial Automation federal project, was approved in late 2024.
