VEB.RF Begins to Finance Supply of Passenger Carriages for Long-Distance Trains

VEB.RF has allocated the first tranche of 6.3 billion roubles to Federal Passenger Company (FPC, a subsidiary of Russian Railways) for the purchase of passenger carriages for long-distance trains.

In total, FPC intends to obtain up to 30.5 billion roubles from VEB.RF for the purchase of passenger carriages manufactured by Tver Carriage Works (part of Transmashholding). The parties entered into a loan agreement in late February 2025.

Anton Perin, Senior Banker, Business Services, VEB.RF: “Financing from VEB.RF is intended for an investment programme to upgrade passenger carriages for long-distance trains. The share of innovative rolling stock will reach about 23 per cent by 2025. The project will ensure independence from imports of important industrial products and will support domestic manufacturers.

“The renewal of rolling stock contributes towards the objectives specified in the national development goal Comfortable and Safe Living Environment. Approved by the Russian Government, VEB.RF’s new Development Strategy 2030 aims to accomplish the national goals set by the Russian President, with the priority areas such as support for large investment projects, projects aimed at technological leadership. Vehicle manufacturing is high on VEB.RF’s list of priorities.”

The purchased rolling stock includes various types of carriages, such as double-deckers and single-level carriages (couchette and sleeping versions). The design features of the carriages include enclosed gangway connections, LED lighting, electrical (220 V) and USB sockets for each berth. The modern single-level carriages are also equipped with sensor taps, hand dryers and diaper changing tables in the toilets, transformable tables, and personal safes for each passenger in the sleeping carriages.

The project will facilitate the launch of new trains, including double-deckers, will encourage population mobility, and will help to meet the growth in demand on southern routes, reduce the negative impact on the environment, and develop digital competencies.

The project is consistent with the goals and objectives of Russia’s Railway Transport Development Strategy 2030 in terms of improving the competitiveness of railway transport, modernising railway engineering and railway transport infrastructure, and increasing population mobility.
