On the sidelines of the International Arctic Forum in Murmansk, master plans for the development of Arctic cities were presented to the Russian President. In total, VEB.RF participated in financing the preparation of five master plans: in Chukotka, the Arkhangelsk Region, and the Republic of Karelia. The projects included in the Arctic master plans, by analogy with Far Eastern cities, will apply for the VEB.RF Group’s support measures on a high-priority basis. This was announced by Artyom Dovlatov, Deputy Chairman, VEB.RF, on the sidelines of the forum.
“At the moment, we are using our classic support measures: a programme to provide concessional financing for high-priority projects, the Project Financing Factory mechanism, guarantees and surety bonds, including in favour of commercial banks,” he said.
For example, under the master plan in the Republic of Karelia, there are plans to develop the transport and logistics system of the White Sea–Baltic Canal, increase the number of rooms in Kem and Belomorsk, develop mineral deposits, provide people with clean drinking water, build new housing stock and other projects. As a result, it is expected that the implementation of this master plan will give the Kem-Belomorsk agglomeration as many as 14,000 new jobs.
In Chukotka, VEB.RF financed the creation of master plans for three key population centres: the urban district of Pevek, the urban district of Egvekinot and the Bilibino Municipal District, where they will develop gold, silver and other mineral deposits, build a sports and fitness centre, and create the Bilibino science and technology cluster.
The master plan for Pevek includes the construction of office spaces for business owners, a sports facility for residents, the renovation and upgrading of the local hospital, the construction of power facilities, a / road to Bilibino, the repair of day care centres and schools, the construction of apartment buildings, and other activities.
The Arkhangelsk agglomeration includes the region’s administrative centre and Severodvinsk and Novodvinsk. The agglomeration master plan presented to the president provides for the implementation of investment projects in five key areas: 18 projects in logistics, ten projects in shipbuilding and ship repair, 14 projects in the woodworking and timber industries, 25 projects for the development of Arctic tourism, and 162 projects in housing construction. In terms of new infrastructure, the master plan includes the construction and rehabilitation of 59 utility and environmental infrastructure facilities, 40 transport infrastructure facilities (streets and roads), 39 recreational and leisure infrastructure facilities, 89 educational and research facilities, 22 facilities designed for integrated security.
Other development institutions of the VEB.RF Group also have projects in the Arctic. For example, with support from the Russian Fund for the Development of Information Technologies, Onega Shipbuilding and Ship Repair Plant is implementing a deep modernisation project, which involves the introduction of digital support for shipbuilding, the robotisation and automation of production processes with increased workforce productivity, a larger number of new ships, and the creation of high-technology jobs.
The Skolkovo Foundation supports Morintech, a domestic project to analyse and forecast ice conditions in the Northern Sea Route, with the icebreaker route made up by a neural network. The use of advanced AI algorithms enables the platform to analyse vast amounts of data, which allows for the accurate forecasting of hydrometeorological and ice conditions, critical to the safety and efficiency of maritime operations in the Arctic.
