Nizhni Novgorod Receives 77 New Trams with Financial Support from VEB.RF

VEB.RF provided about 1.6 billion roubles for Nizhni Novgorod in February 2025 to implement a project to modernise its urban electric transport. This includes 380 million roubles allocated to purchase rolling stock and 1.2 billion roubles intended as payment for the construction earlier completed by the general contractor according to schedule.

To date, Nizhni Novgorod has received 77 MiNiN trams with financial support from VEB.RF. Sixty-five of them are already in operation.

Aimed at upgrading the city’s entire tram infrastructure, the Nizhni Novgorod project is remarkable for its scope. Almost all trams pass through densely built-up areas, including local historic sites.

Dmitry Grigorenko, Russian Deputy Prime Minister and Chief of Staff of the Government Executive Office: “Electric transport has an important role in city life, and we are active in working on its modernisation. More than 300 new low-floor trams have already been supplied to nine regions, which is more than half of the planned result for the entire programme to modernise their urban electric transport. For instance, old trams are replaced on a large scale in the Nizhni Novgorod Region. Under the programme, we are completely changing the tram network in the region’s administrative centre.”

Igor Shuvalov, Chairman, VEB.RF: “The programme to renew urban public transport is changing the lives of more than 7 million people in nine regions of the country for the better. The project in Nizhni Novgorod is the largest. The concession holder, the Nizhni Novgorod Region Government and VEB.RF are efficiently working together to achieve the target according to schedule.”

In total, the project involves supplying 170 new trams, replacing 149.3 kilometres of tramway tracks, and rehabilitating 15 traction substations and three tram depots. The city’s entire tram network is to be upgraded by the end of 2026, with 39 kilometres of new tramway tracks using seamless rails. Experts estimate that passenger traffic will rise by 82.5 per cent to 45.1 million in 2028 while the average service speed will increase by 45 per cent to 18.4 kilometres per hour.

VEB.RF provided more than 5.3 billion roubles for the modernisation of the city’s tram network, including a tranche from Russia’s National Wealth Fund. VEB.RF’s approved commitment totals 32.1 billion roubles, including appropriations from the National Wealth Fund.

Nizhni Novgorod is on the list of cities approved by the Russian Government for the modernisation of urban electric public transport with support from VEB.RF. Russian Deputy Prime Minister Dmitry Grigorenko was appointed to oversee the programme on behalf of the government. As instructed by the Russian Government, VEB.RF acts as the programme’s financier, project office and coordinator.
