VEB.RF Chairman Igor Shuvalov and Irkutsk Region Governor Igor Kobzev Discuss Development Prospects for Baikalsk

Measures to facilitate comprehensive development in Baikalsk was the main topic of discussion during a meeting between Irkutsk Region Governor Igor Kobzev and VEB.RF Chairman Igor Shuvalov. The meeting took place at the VEB.RF office in Moscow.

As emphasised by the governor, Russian President Vladimir Putin set the task of bringing Baikalsk to a fundamentally different standard of living. In December 2022, the Baikalsk Socio -economic Development Programme 2040 received approval from Russian Prime Minister Mikhail Mishustin. The programme will allow the single-industry town to attract more than 100 billion roubles’ worth of investment from various sources by 2040 and resolve issues related to utility and transport infrastructure, shoreline revetment construction and environmental safety.

The meeting noted VEB.RF’s active involvement in transforming the former production site of Baikalsk Pulp and Paper Mill. VEB.RF is in the process of exploring options for developing this site and encouraging investment: there are plans to set up a tourism cluster with hotels on the Baikalsk mill’s site. It is intended that the supporting infrastructure will include sports facilities, spas, bathhouses, cafes and restaurants, thus creating new jobs.

“Mr Shuvalov and I discussed joint work on implementing the Baikalsk Socio-economic Development Programme and exchanged views on numerous issues. The meeting focused on transforming the former production site of the Baikalsk mill. We agreed that VEB.RF would submit the final development plan for this location. The inclusion of the Baikalsk mill’s site in a federal project, Five Seas and Lake Baikal, will be given due consideration,” said Igor Kobzev.

In addition, the meeting paid particular attention to support for initiatives under the ECO.SHOP campus project on the former site of Baikalsk Pulp and Paper Mill. This site already hosts youth and business events of various levels.

The meeting separately discussed the construction of an art school in Tulun, Irkutsk Region. The Irkutsk Region and VEB.RF have an agreement to set up this facility. Following a state expert review, the project received approval in December 2024, and work is under way on mapping out a timeline for the construction.
