First Tranche Disbursed by VEB.RF and Sber for Airport Terminal Construction in Orenburg
Financing has been provided for the construction of a passenger terminal in Orenburg. The term sheet for the project to build the terminal of Orenburg Airport was agreed at the St. Petersburg International Economic Forum (SPIEF) in 2024, and the syndicated loan agreement was signed in June 2024.
The project uses the Project Financing Factory mechanism. The total project value is 18.6 billion roubles, including 14.9 billion roubles borrowed from financial partners.

As demonstrated by the rehabilitation of the airport terminal in Orenburg, local governments and the country’s leading banks can efficiently work together on projects using the support measures developed by the Ministry of Economic Development. In addition to investing long-term money in large-scale long-term projects, such a mechanism as the Project Financing Factory helps to hedge against interest rate risks. This year and next, we expect the Factory’s project portfolio to go up from 2 trillion to 6 trillion roubles. With the help of the Project Financing Factory, construction and rehabilitation projects that are important for convenient travel and air mobility, such as airport terminals, are under way.”
Yuriy Korsun, Deputy Chairman, VEB.RF: “With support from VEB.RF, a total of 20 airports in Russian major cities have received and are receiving financing. Under the Project Financing Factory programme, these include two regional airports that have already been built and put into operation, the construction and rehabilitation of airport terminals are under way in another five cities, and one project has been approved. These projects serve the interests of people, create new jobs, generate tax revenues at various levels.
“Orenburg will get a modern and comfortable airport too. The construction project is due for completion, and the new passenger terminal in Orenburg is scheduled to open in the fourth quarter of 2025.”
Anatoly Popov, Deputy Chairman of the Executive Board, Sberbank: “As agreed at SPIEF this year, we have provided financing for the construction of the new airport terminal in Orenburg, and the first tranche has been disbursed. Work is already well under way, and all local residents and visitors will soon see the result of our efforts. This is a project of great importance to the city because together we are creating a qualitatively new airport infrastructure. We actually help the city to showcase its features, since any airport is what makes the first impression on visitors. The new terminal will increase passenger traffic to 2 million per year and will become a driver of economic growth in the region.”
With increased traffic, the airport terminal will serve 1,000 passengers per hour. The landside area will be redesigned to accommodate more cars (up to 500). The new passenger terminal will have a total area of more than 23,000 square metres. The four levels of the building will be connected to each other by lifts, staircases and escalators. Under the project, the facility will be equipped with four jet bridges. The building is architecturally styled to look like the Orenburg lace shawl.
