VTB Provides First ‘Technological Loan’ Backed by VEB.RF’s Surety Bond

VTB has given Chelyabinsk-based Robot Plant the first so-called “technological loan” of 2 billion roubles backed by VEB.RF’s surety bond under the Project Financing Factory mechanism.

The Robot Plant project involves organising the manufacture of industrial robot systems to replace imported robotic manipulators in the market. The company is one of the Russian pioneers in the large-scale production and assembly of industrial robots. Currently, Robot Plant is in the process of making production prototypes. It is intended that the facility will produce up to 740 robots per year with a maximum payload of 120 kilogrammes when working at full capacity.

Daniil Algulyan, Deputy Chairman, VEB.RF: “The transaction is very important to us. For the first time under the new programme, VEB.RF and the Ministry of Economic Development tested an accelerated procedure for issuing surety bonds for technological sovereignty projects. We have plans to extend this mechanism to high-priority economic development projects in partnership with Russian major commercial banks.”

Natalia Morshchikhina, Director of the Department of Financial and Banking Activities and Investment Development, Russian Ministry of Economic Development: “The growth rate of investment should not become lower, which is why the Ministry of Economic Development and VEB.RF worked together to develop a set of tools allowing investors to cope with high borrowing costs. These are the Project Financing Factory programme and the technological sovereignty taxonomy. Both tools make it easier for businesses to get bank loans. The loan is given to Robot Plant under the technological sovereignty programme designed for strategically important industries and using Project Financing Factory surety bonds issued by VEB.RF.”

Denis Bortnikov, Deputy President and Deputy Chairman of the Management Board, VTB: “VEB.RF’s surety bonds are an effective tool to provide businesses with increased access to loans. We will continue to use this mechanism to support industrial technology projects in the future.”

Alexander Gorkusha, Deputy General Director, Robot Plant: “The concessional finance mechanism intended for technological sovereignty projects allows us to work on a new project that is attractive to the Russian market, namely organising the manufacture of domestic industrial robot systems. Such mechanisms now enable businesses to develop and carry out new capex projects, thus facilitating Russia’s economic growth and technological sovereignty.”
