VEB.RF: Nizhny Novgorod Tram System Modernisation Proceeding Ahead of Schedule

VEB.RF has provided 1.3 billion roubles for Nizhny Novgorod to implement a project to modernise its urban electric transport. This includes 888.7 million roubles allocated to purchase rolling stock and 431.2 million roubles intended as payment for the construction earlier completed by the general contractor according to schedule.

Nizhny Novgorod is on the list of cities approved by the Russian Government for the modernisation of urban electric transport with support from VEB.RF. Russian Deputy Prime Minister Dmitry Grigorenko was appointed to oversee the programme on behalf of the government. As instructed by the government, VEB.RF acts as the programme’s financier, project office and coordinator.

Aimed at upgrading the city’s entire tram infrastructure, the Nizhny Novgorod project is remarkable for its scope. Almost all trams pass through densely built-up areas, including local historic sites.

In terms of project characteristics, this is the largest component of the programme to renew urban electric transport systems.

Work in Nizhny Novgorod is proceeding ahead of schedule, with 58 kilometres of tramway tracks replaced and 60 MiNiN carriages received.

In total, the project involves supplying 170 new trams, replacing 149.3 kilometres of tramway tracks, and rehabilitating 15 traction substations and three tram depots. The city’s entire tram network is to be upgraded by the end of 2026, with 39 kilometres of replaced tramway tracks using seamless rails. Experts estimate that passenger traffic will rise by 82.5 per cent to 45.1 million in 2028 while the average service speed will increase by 45 per cent to 18.4 kilometres per hour.

Promoting urban electric public transport in Russian cities is high on VEB.RF’s list of priorities. These projects make it possible to bring about substantial improvements in quality of life in cities. The use of exclusively domestic production solutions and processes delivers a significant multiplying effect in a whole range of economic sectors.

In total, VEB.RF provided more than 3.7 billion roubles for the Nizhny Novgorod project, including a tranche from Russia’s National Wealth Fund. This region became the first to receive funding from VEB.RF and the initial drawdown from the National Wealth Fund under the programme. VEB.RF’s commitment totals 32.1 billion roubles, including federal appropriations from the National Wealth Fund.
