Russian President Vladimir Putin Inaugurates Kuban’s Udarnaya Thermal Power Station Built with VEB.RF’s Involvement

Three power units of the fully functional facility have all started supplying capacity to the wholesale electricity market. The thermal power station became the first to use a domestically made GTD-110M heavy-duty gas turbine.

The project was carried out by Technopromexport, a subsidiary of Rostec, with the involvement of VEB.RF and Sberbank.

VEB.RF issued a surety bond to secure Technopromexport’s obligations to Sberbank for a loan intended for the construction of Udarnaya Thermal Power Station, which helped to obtain funding for the project.

VEB.RF partners with commercial banks to systematically support energy infrastructure projects that deliver a significant social impact, use Russian-made equipment, and aim to eliminate capacity shortages and increase power supply reliability in the regions. Power infrastructure modernisation and construction will be one of VEB.RF’s focus areas in the coming years. The Project Financing Factory mechanism will be used to support projects, and the total value of energy projects under consideration by VEB.RF is greater than 350 billion roubles.

VEB.RF makes these investments in partnership with large commercial banks. The value of transactions and financing under projects to upgrade cogeneration stations has totalled about 74 billion roubles to date, with VEB.RF’s commitment of 11.4 billion roubles. In addition, VEB.RF signed a cooperation agreement with PJSC RusHydro at the St. Petersburg International Economic Forum in 2024 to invest in the construction of new generation facilities in the Far East. The total amount of funding from VEB.RF and partner banks is estimated at 650 billion roubles.

Udarnaya Thermal Power Station in the Taman Peninsula is the most technologically advanced combined-cycle power facility in Russia. It will produce over 10 per cent of all electricity generated in the Krasnodar Territory. The station is designed to serve local public utilities and industrial companies, as well as improve energy system reliability at peak periods.

The project used technological innovations despite extremely tough economic sanctions. The facility includes three power units, which were put into operation earlier this year. The total installed capacity of the power station is 560 MW. The construction project resulted in creating about 30 infrastructure facilities in total, including the main and auxiliary buildings of the power units, waste treatment plants, and water management systems.

The newly built Udarnaya station has a significant social impact on the Krasnodar Territory. Its construction and subsequent operation created new job opportunities for hundreds of highly skilled workers. Specifically, the number of full-time employees is more than 270. The station will generate 16 billion roubles in regional tax revenues by 2037.
