VEB.RF and Chelyabinsk Concession Company signed a loan agreement for over 18 billion roubles on 15 November 2024.
The project involves developing an interuniversity campus under a public-private partnership agreement between Chelyabinsk Concession Company, whose founders include VTB Infrastructure Holding, and the Chelyabinsk Region Government.
VEB.RF will act as the senior lender in financing the second and third phases of construction, which includes six hotels, an educational and research facility, and a modular conference hall.
The project is to create facilities with a total area of 123,000 square metres. The campus residents are seven leading local universities. Official ceremony took place in late August 2024 to inaugurate Phase 1, namely the completion of two hotels.
The governing authority for the Chelyabinsk campus construction is the Russian Ministry of Science and Higher Education under the Creating a Network of Modern Campuses federal project of the Science and Universities national project.

Financing for projects aimed at developing educational infrastructure is a high-priority area of VEB.RF’s investment activities. Currently, VEB.RF is active in working on three projects to create interuniversity campuses, including the Chelyabinsk campus. The total project value is greater than 100 billion roubles, with VEB.RF’s potential commitment of 40 billion roubles.”
