Five Cities in Lugansk People’s Republic and Zaporozhye Region Receive Urban Development Plans with Support from VEB.RF

With financial support from VEB.RF, master plans have been finalised and approved for Alchevsk, Lugansk People’s Republic, and Berdyansk, Zaporozhye Region, and master plans have been developed for urban development in three cities of the Lugansk People’s Republic, namely Rubezhnoye, Pervomaysk and Severodonetsk.

The integrated plans specifying the cities’ potential for development were prepared by the State Institute for Spatial Planning of the Russian Federation.

The documents are based on the design solutions aimed at upgrading community infrastructure, recreational facilities, and transport and utility networks and helping local residents to achieve a better quality of life. This will have a positive impact on the lives of more than 1.8 million people.

For instance, it is intended that residential areas and community facilities will be reconstructed in Severodonetsk, Pervomaysk and Rubezhnoye, as well as organising public spaces in the cities.

The development plan for Alchevsk was prepared with due consideration to the industrial significance of the Lugansk People’s Republic for the country, along with its strategic location near international transport corridors.

The Berdyansk master plan will turn the city into an engine for developing the tourism infrastructure of the Sea of Azov and the Black Sea and transform it into an industrial and logistics centre.

In 2025, VEB.RF will provide financing for preparing 15 master plans and planning concepts, ten spatial planning projects, and four integrated regional development plans to promote tourism in the Donetsk People’s Republic, the Lugansk People’s Republic, and the Zaporozhye and Kherson Regions.
