A syndicated loan agreement for constructing a passenger terminal in Orenburg was signed by VEB.RF First Deputy Chairman Nikolay Tsekhomsky, Deputy Chairman of the Executive Board of Sberbank Anatoly Popov and General Director of Airports of Regions Evgeniy Chudnovsky.
The signing ceremony was attended by the Russian Economic Development Minister Maxim Reshetnikov and VEB.RF Chairman Igor Shuvalov during the 2024 St Petersburg International Economic Forum.
The project will receive financing under the Project Financing Factory programme. The total project value is RUB18.6bn, with partners’ commitment totalling RUB14.9bn.
Russian Minister of Economic Development Maxim Reshetnikov: “In addition to providing long-term money for major long-term projects, the Project Financing Factory also hedges interest rate risks of investors, thus allowing the PFF mechanism to meet the immediate needs of businesses even in the context of high interest rates. The PFF mechanism is applied to construct and rehabilitate airport terminals in four Russian cities, with three projects already approved and awaiting funding in the near future.”
VEB.RF Chairman Igor Shuvalov: “VEB.RF acts as a key market player in financing the airport infrastructure for passenger air transportation. With support from VEB.RF, 18 airports in major Russian cities have already received funding and are being financed. Orenburg will also get a modern and comfortable airport terminal. VEB.RF’s involvement helps to enhance the financial sustainability of projects by using our key financial instrument, the Project Financing Factory.”

General Director of Airports of Regions Evgeniy Chudnovsky: “We are not only constructing a passenger terminal, but also performing comprehensive rehabilitation of the airfield and airport infrastructure. The runway of Orenburg airport has already been rehabilitated, and now we are building a new beautiful air terminal that will offer best possible services for passengers and make them comfortable.”
The new passenger terminal of Orenburg airport is planned to be operational in Q4 2025. The airport’s hourly passenger traffic will increase to 1,000. The airport land site will be renovated, with the number of parking spaces increased up to 500.
The new passenger terminal will occupy more than 23,000 square metres and have four stores connected by lifts, staircases and escalators. The project envisages exploring four airbridges. The terminal is architecturally designed in the form of Orenburg’s lacy downy shawl.
