Social Impact Project for Mentally Disabled People Implemented in Yakutia with VEB.RF’s Support
A social impact project in the social service sector has been successfully completed in Yakutia with the project practices to be subsequently replicated. The project is designed to organise assisted living and develop alternative living arrangements for people with mental health needs.
The project has attracted 36 participants, including 12 patients of neuropsychiatric establishments and 24 people living in families and being potential patients of such establishments. The project created an assisted living residence where the project participants were taught to live independently and special workshops where they acquired specific occupational skills (vocational rehabilitation).
The project originator is the Ministry of Labour and Social Development of the Republic of Sakha (Yakutia), the operator is State Development Corporation VEB.RF, the investor is VEB.DV and the contractor is GAOORDI, a Saint Petersburg-based association of disabled children’s parents. The project was launched on 1 April 2021 and completed on 31 March 2024.
“Since 2019, Yakutia has been actively involved in implementing social impact projects. Under this social service project, we have managed not only to attract financial resources for launching a new technology, but also, what is especially valuable, engage an expert organisation as the contractor with the main goal to successfully complete the project and share its professional experience at the regional level. In addition, close attention to the project by VEB.RF as the project operator has ensured not only high-quality regular monitoring but also a keen interest in the project from the professional community and federal ministry and encouraged consolidating and scaling up the project practices in Yakutia”, Yakutia Deputy Prime Minister Georgy Stepanov said.
As confirmed by an independent evaluator engaged by VEB.RF (Federal Research and Educational Centre for Medical and Social Expertise and Rehabilitation), the project outcomes have been achieved and even surpassed. So 6 project beneficiaries, instead of 2, previously having accommodation in mental health facilities, have switched to independent living with assistance from social workers, and 24, instead of planned 18 who needed long-term care services, have switched to assisted living.
The independent assessment has also confirmed the positive economic outcome: assisted living is almost twice cheaper than providing care services in mental health facilities, and switching of patients to assisted living may cut servicing costs per person fivefold.
An additional outcome is that 27 project social beneficiaries have found employment.
“The social impact project has provided us with an opportunity to share Saint Petersburg’s experience in arranging assisted living and a chance to learn more about an amazing Far Eastern region full of people with big hearts. Our Yakut partners are real professionals. Over three years, they have come a long way and the life changes of each project participant are the best evidence one can have. This would have all been impossible without the dedication and commitment of the representatives of the Ministry of Labour and Social Development of Yakutia. They are real enthusiasts and promoters of social changes and we are confident that assisted living in the Republic of Sakha will evolve”, GAOORDI President Margarita Urmancheeva noted.
As of July 2024, Russian regions have decided to implement 12 projects, with five of them having been successfully completed. These projects have raised about RUB450m of private investment and involved about 40,000 Russian citizen from nine Russian regions.
“SIB pilot testing shows that the programme is successful and should be replicated on a regular basis. The proven approaches to providing government services may be used for resolving social issues to achieve the national development goals for the period until 2030”, Deputy Chairman of VEB.RF Konstantin Vyshkovsky said.
