VEB.RF arranged a working meeting with the participation of the Governor of the Arkhangelsk Region Alexander Tsybulsky to discuss the development of a master plan for the Arkhangelsk agglomeration.
The participants focused on the prospect of agglomeration communities and identified the development priorities such as science and education, tourism, shipbuilding and repair, wood processing and logistics, including potential construction of a deep-water seaport.
The urban environment development priorities (driven, in particular, by ideas and requests from the local community) include comfortable and affordable housing to reflect local identity of Pomorye, more convenient public transport more convenient, sports and leisure infrastructure, improved key public spaces, including the longest northern embankment, and modernising community facilities.
“The port is a very important aspect of the master plan but not the core idea. So the key is that Arkhangelsk is the most modern Arctic city and an academic centre promoting interdisciplinary research. So we are currently constructing a top-class campus The Arctic Star to translate all potential scientific research results into production growth,” Alexander Tsybulsky said. “Building up infrastructure for industry purposes will be the next step in the chain.”
VEB.RF’s Deputy Chairman Artem Dovlatov: “Russian President Vladimir Putin in his speech to the Federal Assembly emphasised the importance of Arctic reference settlements. VEB.RF supports the development of master plans for Arctic communities, including the Arkhangelsk agglomeration. VEB.RF uses such instruments as concessional financing, the Project Financing Factory or Arctic concession. Thanks to VEB.RF’s efforts in the Far East and the Arctic, many local residents already benefit from convenient and eco-friendly vehicles. New airports make travel more comfortable. Our goal is to make qualitative changes to the lives of town dwellers.”
The Arkhangelsk agglomeration is a modern Arctic city and a large high-tech industry centre with a polycentric model: the high-tech shipbuilding and repair sector is concentrated in Severodvinsk and the modern timber industry is located in Novodvinsk. Arkhangelsk is the nucleus of the urban agglomeration and the largest academic, service and cultural centre in the Arctic region.
VEB.RF supports developing master plans for the Arkhangelsk and Kemsko-Belomorskaya agglomerations and Chukotka settlements.
The integrated plans for the long-term socio-economic development of reference settlements until 2035 should be developed by 1 October 2024.
