VEB.RF’s urban laboratories hosted a strategy session on the structure and contents of master plans and on how to integrate these into the Russian legal framework. The session was organised by the Ministry for the Development of the Russian Far East and the Arctic, VEB.RF and DOM.RF. The experts discussed developing and implementing master plans, in particular, as exemplified by the regions in the Russian Far East.
The National Master Plan Standard is a methodological document developed at the request of VEB.RF to determine the structure and content of strategic master plans and approaches to their development. The representatives of development institutions and the architecture and town-planning expert community, including chief architects of the regions, participated in the discussion of the Standard.
“The task assigned by the Russian President and related to the integration of the master plan into the legislation requires the Russian Urban Development Code to be amended. The Russian Ministry of Construction set up a working group involving the regions experienced in developing and implementing master plans. They are currently considering possible options for such integration,” said Vladimir Kalinkin, Director for the Architecture and Town-Planning Department of the Russian Ministry of Construction.
On the basis of the Standard, VEB.RF in partnership with the Ministry of Construction, the Ministry for the Development of the Russian Far East and the Arctic and DOM.RF issued the master planning guidelines for Far Eastern municipalities. In 2023, it was decided to apply these guidelines to developing master plans for reference settlements in the Russian Arctic.
“Thanks to a historical decision by the Russian President, the Far Eastern municipalities are currently being renovated. On the basis of the approved master plans, 22 long-term development plans totalling RUB4.4tn are being implemented. The process involves federal and regional authorities, development institutions and organisations, so the long-term effectiveness directly depends on the well-coordinated work of a large team and the application of all existing support mechanisms. It should be noted that each development plan includes a number of socio-economic development indicators for a relevant city, including 2030 targets. So the development plan not only provides a list of measures but also shows how the quality of life and the local economy will change. It should also be noted that an information management system is currently being developed to coordinate the implementation of the development plans, “ said Ilya Nikiforov, Deputy Director for the Department of Social Development of the Far East and the Arctic.
In 2024, VEB.RF updated its Master Plan Standard based on the pilot test results. The document provides guidance on the content of the master plan as well as on the development, approval and implementation procedures subject to the local specifics.
The number of the master plans is growing every year. VEB.RF helped to develop the strategic master plans for several towns in the Russian Far East. This year, we are developing master plans for reference settlements in the Russian Arctic. The National Standard is a first but important step in developing unified approaches to the structure and content of master plans. We expect the document will help to optimise the processes for developing and implementing master plans and ensure the high quality and integrity of documents at all levels,” said VEB.RF Executive Director Timur Boytemirov.
