VEB.RF’s Assisted Living Programme for People with Disabilities in Yakutia Proves to be Effective

A pilot assisted living programme for people with disabilities launched in Yakutia in March 2021 is recognised as successful and is now to be scaled up. The project outcomes were summarised at the interregional conference “Prospects for alternative living arrangements for people with disabilities outside specialised in-patient facilities in Yakutia”. The conference hosted representatives from seven Russian regions, the Russian Ministry of Labour, federal experts and VEB.RF.

The project is designed to organise assisted living for disabled people and develop alternative living arrangements for people with mental health disabilities. It involves 36 people, 12 of them being patients of neuropsychiatric establishments, orphans mostly. They live in personal residential facilities with all amenities, in conditions similar to their homes. All other 24 beneficiaries live in their families. Under the project, a special workshop is created to unlock the employment potential of people who have difficulty to find a job in the open labour market.

 “We use the assisted living as a complementary mechanism to provide the full range of social services to people with mental health disabilities. Currently, over 1,000 people live in specialised in-patient facilities, and unfortunately, not only is the waiting list getting shorter, but it is even growing. It is crucial to develop alternative forms of servicing people with disabilities who need long-term care. The pilot project shows that we can move towards this goal and so not only will we close this project but we intend to scale it up as time is short and people cannot wait,” said Regional Minister of Labour and Social Development Elena Volkova.

Russian President Vladimir Putin repeatedly noted that public authorities at all levels should be committed to creating jobs for people with disabilities.

This is the first SIB project in Russia to organise assisted living. VEB.RF and the Yakut Ministry of Labour and Social Development signed a relevant agreement in 2021. GAOORDI, a Saint Petersburg-based association of disabled children’s parents, acts as a contractor. The project implementation period is from 1 April 2021 to 31 March 2024. The social outcome is to be confirmed by an independent evaluator engaged by VEB.RF.

Currently, VEB.RF operates 12 SIB projects in 9 regions.
