SIB in Assisted Living Sector in Chelyabinsk Region Recognised as Successful
The region intends to replicate the introduced technology.
The SIB project to organise assisted living involved 24 mentally disabled people including 16 patients of neuropsychiatric establishments and 8 people living in families and being potential patients of such establishments. All the project participants were taught to live independently outside the nursing homes’ or family walls. With minimum assistance from social workers, the participants learned to cook themselves, choose their clothes and spend money rationally. Vocational rehabilitation was one of the most important aspects of the project. The participants acquired specific occupational skills including that of a seamstress, landscaper, stitcher and office cleaner, gained work experience in special workshops and, as a result, obtained employment in the open labour market. To ensure full immersion into independent life, the project participants lived in apartments.
The project’s desired social outcomes were achieved in full, and the private project investor received a pay-for-success grant from the regional budget. The region also tested the social service technology to be replicable in other regions. VEB.RF as the project operator arranged the project monitoring and engaged an independent evaluator to assess the achievement of social effect.
Experts from Semya Plus charity supported the participants throughout the project duration. “The project has provided valuable experience both for us and the project participants. I am confident in its success. It is a tough project, but highly effective and much-in-demand. The project benefits include not only education and employment, but also social integration and useful skills. We would like to continue the work under the project and help such people to socialise,” said Olga Krivozubova, the Head of Semya Plus charity supporting disadvantaged families and children.
All the 16 project participants previously having accommodation in long-term care facilities stopped receiving long-term care services and started to live independently with individual assistance from social workers of integrated social service centres. Eight project participants previously recognised as needing long-term care withdrew their applications for accommodation in public long-term care facilities and remained living in families.
Now they can carry out full-fledged labour activities, become equal members of society and live independently. “Thanks to the project, I’ve got valuable experience. After finishing the cleaning courses (by the way, I made straight A’s), I was assisted with employment and got a qualified job. Besides, I lived for two years in a training apartment together with other participants and a special supervisor, who helped us all. I’ve learned to cook well, which is very useful in daily life,” said Tatiana, a participant in the assisted living SIB project for disabled people. “It’s a very good project, which really helps people. I am so happy to take part in it. Now I’m delighted to work in the chosen field, attend the workshops and try to help others. People need it!”
