VEB.RF to Channel 1.5 Billion Roubles to Design Samara Campus and Prepare Construction Site

State Development Corporation VEB.RF will provide a bridge loan to design and prepare the construction of an international inter-university campus in Samara. VEB.RF’s Credit Committee made a decision to allocate RUB1.5bn in late December.

As a reminder, the project to build an inter-university campus in Samara was supported by the Russian President Vladimir Putin and selected for co-financing from the federal budget under the Science and Universities national project.

“The PPP instruments are effective tools to address the government’s social priorities. The Samara Region is among the leaders to apply the PPP mechanisms while VEB.RF’s expertise and competencies help to structure such projects by attracting investors and partner banks. We are ready to help replicate the project in other cities participating in the programme,” said VEB.RF Deputy Chairman and Member of the Management Board Oleg Govorun.

The student campus is being constructed under the concession agreement with ProCampus No. 1 (part of ProShkola, VEB.RF’s subsidiary). The project value is RUB39.9bn including RUB11.4bn of a capital grant, RUB24.1bn of concessionaire's funds and RUB4.4bn of VAT refundable at the investment phase.

The project’s architectural and urban planning concept ordered by ProShkola was developed by Studio 44 architectural bureau and supported by participants in the urban council section under the Governor of the Samara Region. The concept was approved by the Head of the Samara Region Dmitry Azarov.

“The campus territory will include not only training facilities, but also a public space, a residential sector, cultural and sports facilities, exhibition areas etc. The campus will undoubtedly raise the competitiveness of the Samara Region in struggling for staff and the most creative specialists ready to create cutting-edge technologies in the most advanced industries,” said the Minister of Economic Development and Investment of the Samara Region Dmitry Bogdanov.

The facility construction and equipment is planned to be financed under a syndication agreement involving partner banks. VEB.RF intends to arrange the syndicate and consider the possibility of applying the Project Financing Factory mechanism. The campus operation and investment recovery are scheduled for 20 years.

According to the Executive Director of VEB.RF’s Business Unit and ProShkola’s General Director Alisa Denisova, the campus would be both the heart of student life and a driver of Samara’s development. She added that the training and residential areas would be separated by a public park having a network of walking routes.

The student campus will be constructed for five Samara’s universities. It will contain training premises and modern laboratories to study engine manufacturing, unmanned technology, advanced medical technology, and even a manufacturing and testing facility for small spacecraft. The campus will occupy at least 143,000 square metres and accommodate at least 5,000 students.
