In the course of the 14th Petersburg International Economic Forum, State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ and State Atomic Energy Corporation entered into an Agreement on Cooperation and Interaction in Implementing Investment Projects in the atomic industry and atomic power engineering.
On behalf of Vnesheconombank the Agreement was signed by Vnesheconombank Chairman Vladimir Dmitriev and on behalf of Rosatom - by its General Director Sergei Kirienko.
Under the Agreement the parties intend to expand all-round cooperation in implementing investment projects in the atomic industry and atomic power engineering. The parties identified the following main lines of cooperation:

accelerated modernization and technical retooling of Rosatom’s enterprises as part of implementing the Program of State Corporation Rosatom’s Activity for a Long-Term Period (2009-2015), approved by the Russian Government.

providing support for exports among other things as part of establishing a system of insuring export credits and investments against commercial and political risks;

development of project financing to raise investments for long-term projects to expand transport, energy, housing and public utilities and social infrastructure of Rosatom’s enterprises;
-
enhancing public private partnership mechanisms for financing innovation projects including by way of forming venture investment support infrastructure.
The parties expressed confidence that the implementation of investment projects under this Agreement would help upgrade the atomic industry, enhance energy security and remove infrastructure limitations to the economic development of Russian regions.
State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ was established in spring of 2007 subject to the Federal Law of the Russian Federation “On the Bank for Development “ on the basis of Vnesheconombank of the USSR. The Bank’s activity is aimed at overcoming economic growth infrastructure restrictions, modernizing and developing non-raw materials economy, high-technology industries, encouraging innovations, high-technology products exports, implementing projects in special economic zones as well as environment protection projects and at providing support for small and medium-sized enterprises.
State Atomic Energy Corporation Rosatom (State Corporation Rosatom) incorporates more than 240 enterprises and research organizations including all Russia’s civil atomic industry companies, enterprises of the Russian nuclear weapons complex, research institutes, the world’s only fleet of nuclear –powered icebreakers. State Corporation Rosatom is Russia’s largest generating company, which generates more than 40% of electric power in the European part of the country. Rosatom is one of the leaders of the world’s nuclear technology market, ranking first in the world by the number of nuclear power plants being simultaneously built. It ranks second in the world by uranium reserves – fifth in the world by the amount of uranium production – fourth in the world by the amount of atomic electric power generation. Rosatom accounts for 40% of the world market for uranium enrichment and – for 17% of the world market for nuclear fuel.
