Vnesheconombank approves a roadmap to finance projects in the St. Petersburg Special Economic Zone

A cooperation agreement has been signed at the St. Petersburg International Economic Forum between Vnesheconombank and Osobaia Ekonomicheskaia Zona (OEZ) Sankt-Peterburg (St. Petersburg Special Economic Zone (SEZ)). The signing ceremony has been attended by Ivan Skladchikov, Deputy Chairman of St. Petersburg's Committee for Industrial Policy and Innovations.


The signatories included Alexey Ivanchenko, Vnesheconombank's Deputy Chairman and Member of the Management Board, and Tamara Rondaleva representing the St. Petersburg Special Economic Zone.

The parties have agreed to explore opportunities for financing investment projects implemented in the St. PetersburgSpecial Economic Area, including projects included in the SEZ's territorial development programme and residents' projects matching Vnesheconombank's investment priorities.

"The development of industrial sites is an investment priority of the Bank for Development. Moreover, the St. Peterburg Special Economic Zone is a leader in pharmaceutical production, while pharmaceuticals is a focus area for VEB. When it comes to professional industrial sites (be it an industrial park or Special Economic Zone), projects need to be offered in 'premium packaging'. They need to be industrial sites fully operated by a managing company, with their territories fully prepared for deploying a production facility, with transparent ownership rights, a full package of services for residents, with a clear concept and a commercial programme, with anchor residents, and sufficient locally available funds. That is, each project must be bankable. This level of preparation will encourage banks to offer project financing, other banking products and services, and will foster a beneficial investment climate," said Alexey Ivanchenko.

"For the St. Peterburg Special Economic Zone, the relations with Vnesheconombank are an excellent opportunity to use all instruments of support for project initiatives. I am confident that this joint effort will help us attract as many investors as possible, and hence create new jobs and consolidate St. Petersburg's position in the National Investment Rating," said Tamara Rondaleva.

The list of projects aimed at developing the Special Economic Zone, which can potentially involve Vnesheconombank's participation, will be ready by November 2018. VEB and Daniil Novitskiy, Regional Manager, are ready to examine and explore project proposals from residents of the St. Peterburg Special Economic Zone who are planning to expand their operations, and from companies participating in the bidding procedure for a rollout contract in the Special Economic Zone.
