Vnesheconombank, the Federal Centre for Project Finance and the Russian Ministry of Transport to Develop Cross-Border Checkpoint Infrastructure

State Corporation “Bank for Development and Foreign Economic Affairs (Vnesheconombank)”, the Federal Centre for Project Finance (FCPF) and the Russian Ministry of Transport have entered into a cooperation agreement in conjunction with the Russian Investment Forum 2018.

The document was signed by Vnesheconombank’s Chairman Sergey Gorkov, FCPF's Acting General Director Vyacheslav Sinyugin and Russian Transport Minister Maxim Sokolov.


The parties will cooperate in preparing and implementing PPP projects for construction, refurbishment and operation of checkpoints across the Russian state border. The agreement provides for the establishment of a task force to analyse available options for delivering pilot projects, exchange information and implement joint initiatives aimed to create favourable investment conditions.

“Transport infrastructure falls within the purview of Vnesheconombank’s development strategy 2021 as such projects usually require long-term funding. Due to an increase in trade between Russia and Asia, we find it important to facilitate searching for optimal ways of attracting non-government funds to develop the cross-border checkpoint infrastructure. Signing the agreement with the Ministry [of Transport] is a step towards developing a long-term effective and mutually beneficial cooperation to implement nationally significant projects like this,” said Sergey Gorkov.

“The PPP mechanism is now widely used to finance transport infrastructure. I am sure that we will manage to create favourable investment conditions in connection with this agreement,” said Maxim Sokolov.

“The Federal Centre for Project Finance and the Russian Ministry of Transport will work together to develop recommendations on how to build optimal business and corporate models to implement BBB-based pilot projects for the construction of cross-border checkpoints,” said Vyacheslav Sinyugin.
