Vnesheconombank and the Far East and Baikal Region Development Fund to Finance Construction of a New Passenger Terminal in Khabarovsk

As part of the Russian Investment Forum in Sochi, Vnesheconombank, the Far East and Baikal Region Development Fund (FEDF, part of VEB Group) and Khabarovsk International Airport have entered into a cooperation agreement to finance the construction of a new passenger terminal for domestic flights in Khabarovsk Airport (the New Airport).

The document was signed by Vnesheconombank’s Chairman Sergey Gorkov, FEDF’s General Director Aleksey Checkunkov and President of KOMAX Management Company (Khabarovsk Airport's management company) Konstantin Basyuk.


The project value totals RUB4.9bn with Vnesheconombank and FEDF’s joint commitment standing at RUB3.9bn. Vnesheconombank’s share is RUB 1.9 bn. FEDF’s commitment is up to RUB 2 bn.

“VEB has been promoting regional development by financing infrastructure and manufacturing facilities in the Russian constituent entities with local development institutions such as the Far East and Baikal Region Development Fund. Financing the infrastructure, particularly, the modernisation of hub airports, including the construction and refurbishment of terminals, is one of the key priorities of the Bank as a development institution. The new passenger terminal will help raise standards of passenger service quality and increase capacity to accommodate more passengers,” said Sergey Gorkov.

“The agreements are an important example of cooperation between Vnesheconombank and the Fund as a key competence centre for implementation of investment projects in the Russian Far East. We expect that our joint efforts will create a synergy effect and significantly expand the initiator’s opportunities of raising additional funding required for the implementation of this big strategically important infrastructure project,” said Aleksey Checkunkov, General Director of the Far East Development Fund.

“The support of the construction of a new passenger terminal in Khabarovsk from the leading development institutions - VEB and FEDF - is an example of a fruitful development of public private partnership in delivering big infrastructure projects. The next two years will be challenging. However, following the refurbishment of the airport which is expected to be completed in 2019, Khabarovsk will have a new modern and comfortable airport. This will be our contribution to the socio-economic development of the Russian Far East,” said Konstantin Basyuk, President of KOMAX Management Company.

Khabarovsk International Airport (the New Airport) is the largest hub airport in the Far Eastern Federal District and an important element of Russian transport infrastructure enabling connection of distant territories of the Russian Far East between themselves, the Russian central region and Asia-Pacific countries.
