VEB and the Novgorod Region authorities announce the launch of a pilot blockchain project for tracking medication procurement adequacy
At the Open Innovations forum, Vnesheconombank and the regional authorities in the Novgorod Region announced the launch of a joint pilot project. The new project will use blockchain technology to create a system for tracking the sufficiency of medications to be procured for people living in the region. The pilot phase of the project will be implemented in the Novgorod Region Clinical Hospital, and the project practices causing positive outcomes will be then implemented in other hospitals and regions in Russia.
The Novgorod Region Governor Andrey Nikitin said that the current level of automation across national public health institution is not good indeed. For example, people being part of the medication prescription and distribution process can make unauthorized changes to the system, so counterfeit or expired medications can be purchased. With the blockchain technology used to make visible the whole medication procurement chain, we will be able to prevent abuse, detect illegal distribution of expensive medications, and to bring down the number of deaths due to taking medications having inadequate quality.
VEB Chairman Sergey Gorkov told us more about the new project: “We are working together with the Novgorod Region authorities to create an unprecedented product which will incorporate three types of technology, that is electronic prescriptions, medication marking subsystem and the Ethereum platform resources. The project will so bring about a service that would be transparent and understandable for all the people being part of the process. Patients will be issued QR-coded prescriptions from their doctors, and the prescription information will be automatically recorded in the common register with the patient and medication data linked together, including the information about every portion or pack marked onto it. The patients will be able to know if their medications are in stock, the manufacturer information and the manufacturing date. And when they receive the medication, patients can scan the QR codes to make sure that they are receiving the right medication. By scanning the QR code, patients will also confirm the receipt of the medication and the integrity of the pack or container. Thus, a bunch of problems faced by health care institutions and hospitals is being removed, and this often can save a person’s life .”
At the pilot stage, the project will be implemented at the Novgorod Region Clinical Hospital as a comprehensive health centre providing medical services of all types. Therefore, any successful practices developed due to the project will be suitable for implementing in any other hospitals, clinics or medical institutions across Russia. The project will commence in October, and the system prototype testing will be finalised in December 2017. The trial system operation and scale-up preparation phase is planned to be launched in February 2018. The project software developer is a Saint-Petersburg-based IT company called United Medial Company.
To implement this pilot project, VEB and Novgorod Region authorities plan to carry out a series of programmes to train people to develop expertise in blockchain technology. The training for blockchain competencies will be made available via the Blockchain Competence Centre.
