Sergey Gorkov Holds a Meeting with Interim Governor of Novgorod Region Andrey Nikitin and Local Businessmen
On 27 June, Chairman of Vnesheconombank Sergey Gorkov held a meeting with Interim Governor of Novgorod Region Andrey Nikitin and local businessmen as part of his working visit to the region.
VEB is now introducing its new regional model, and the Novgorod Region has been included in the list of pilot regions for its implementation. The Bank is to select three certified regional managers who will engage in the initial screening and prepare a package of documents required for the subsequent project funding decision to be considered by VEB.
“I am particularly pleased to note that we started this work in cooperation with the Agency for Strategic Initiatives, then headed by the Interim Governor of Novgorod Region Andrey Nikitin. This helped us to take our mutual understanding one step further,” said Gorkov. “In our team, we seek to attract professionals with an insight into the specifics of VEB and the regions. This will allow us to increase the scope of financing with due account for the specific features of each constituent entity.”
He elaborated that VEB adopted a proven retail banking business practice which was applied for the new investment process.
“The most important thing is that now there will be a regional professional who will be able to explain to businessmen how they can file an application and help to draw it up, and will carry out business-related activities within Vnesheconombank's system once the application has been accepted. Ultimately, almost any business in the region may attract serious investments for its development,” said Nikitin.
According to Deputy Chairman, Member of the Management Board of Vnesheconombank Alexey Ivanchenko, firstly VEB is to select managers who will be later engaged in the screening of projects based on the online platform to be launched in September.
“It is the online platform that will act as a search engine, though we understand that not all criteria may be specified right now. The managers will therefore have plenty of work to do,” he added.
The institution of certified managers will become one of the basic tools to build a strong pipeline of regional projects in the context of VEB's new investment process. The collaborative effort of managers, project initiators and the Bank will be based on online platform that will make the following possible:
- selection of applications by sectoral financing priorities;
- assessment of the project investment possibilities using key financial indicators;
- monitoring of changes in application status and viewing of other statistics in a convenient graphical form;
- making express evaluation of projects;
- providing advisory support to customers on the part of certified managers;
In addition, the online platform will consolidate information about the available government support tools. Using this information, certified managers will be able to determine those government support tools that are applicable to projects in their regions and compare them with the way in which support tools are provided in other constituent entities of the Russian Federation.
