The Chairman of the Russian Government Dmitry Medvedev signed Resolution No.1231-r on the appointment of Aleksey Ivanchenko, Vnesheconombank Deputy Chairman and Member of the Management Board, as a member of the board of directors of JSC Federal Corporation for the Development of Small and Medium Enterprises (SME Corporation).
The SME Corporation board of directors, chaired by Maksim Oreshkin, RF Minister of Economic Development, is to make decisions concerning the following issues:
- insurance of shareholders’ rights and legal interests;
- pursuit of policy ensuring the dynamic development of SME Corporation;
- supervision of implementing the decisions made by the board of directors and General Meeting of Shareholders;
- taking the required organizational measures to insure the effective operation of dedicated committees and commissions of the board of directors.
“The consolidation of SME Corporation and VEB efforts to address the strategic issues will increase the synergic effect of joint actions and enhance the counteragents’ competence and expertise as development institutes,” noted Aleksey Ivanchenko. Previously, as part of the SPIEF’17 (St.-Petersburg International Economic Forum) the major development institutes (the Agency for Strategic Initiatives, VEB, SME Corporation, the Industrial Development Foundation, the Russian Direct Investment Fund), TASS news agency, and Roscongress Foundation agreed to build a single information platform, an aggregator of the state’s measures of supporting the entrepreneurial and investing communities.
The platform will be accessible to new members, including regional development institutes. It will create extra conditions for supporting the entrepreneurial initiative and improving the investment climate. In addition, it will relax access to key information about support provided by RF regions and development institutes as well as the terms and procedures for receiving it.
The Joint-Stock Company “Federal Corporation for the Development of Small and Medium Enterprises” (SME Corporation) is created without restricting its term of operation and functions in accordance with the Russian Federation Civil Code, Federal Law No. 208-FZ dated 26 December 1995 “On Joint-Stock Companies”, Federal Law No.209-FZ dated 24 July 2007 “On the development of small and medium enterprises in the Russian Federation”, the Russian Federation President’s Decree No.287 dated 05 June 2015 “On measures for further development of small and medium enterprises”, and other legislative and regulatory legal acts of the Russian Federation.
SME Corporation operates as a development institute in the sphere of small and medium enterprises for coordinating the aid provided to small and medium enterprises envisioned by Federal Law No.209-FZ dated 24 July 2007 “On the development of small and medium enterprises in the Russian Federation” after changing the name of the joint-stock company “Non-banking depository and crediting organization “Credit Guarantee Agency.”
