Interview - By 2006 Russia Intends to Restructure Soviet-Era Debt in Full - VEB Chairman

Belgrade. May 23 - RIA "Novosti", Nikolay Paskhin. Russia's foreign debt today amounts to about $115 billion, Vnesheconombank Chairman Vladimir Dmitriev said on Monday in his interview with RIA "Novosti".

He participated in the 14-th annual meeting of the European Bank for Reconstruction and Development Board, which ended in Belgrade on Monday.

"So far we are not satisfied with the quality of Russia's foreign debt. 50% of the debt doesn't account for market instruments, and that is why we plan to exchange the bulk of the debt either for market instruments or to try to early repay the part which is not comprised of market instruments", - said Vladimir Dmitriev.

We negotiated an agreement with the Paris Club on the early repayment of $15 billion in debt. Russia's total debt to Paris Club member countries is more than $40 billion.

As far as Soviet-era debt is concerned, it has not been restructured in full so far, said Vnesheconombank Chairman. Here, the matter involves not only Russia's debt to other countries but other countries' debt to Russia or to Vnesheconombank. "In the near future, we are seeking to enter into agreements above all with Kuwait and the United Arab Emirates, and in this respect we have good prospects. We are in final negotiations with a number of republics of former Yugoslavia. On the whole, there is a good chance to restructure Soviet-era debt in full on the basis of bilateral agreements in 2006", stressed Vladimir Dmitriev.
