The 10 best single-industry cities (monocities) of Russia were announced during the St. Petersburg International Economic Forum.
In his address at the panel discussion “Monotowns – New Opportunities for Business”, Deputy Chairman of Vnesheconombank, head of the priority program “Integrated Development of Monotowns” Irina Makieva told about the conducted assessment of 125 single-industry cities based on 16 indicators. The indicators reflect the level of socio-economic development of monotowns, the assessment of business opportunities in the city by small and medium-sized entrepreneurs, the presence or absence of pressure on businesses, the municipalities’ assessment by residents, the level of interaction with regional and federal development institutions, the quality of infrastructure for the communities, achievement of the indicators of the “Integrated Development of Monotowns” program, etc.
In 2016, the top ten monotowns were Dimitrovgrad, Naberezhnye Chelny, Tolyatti, Nevinnomyssk, Magnitogorsk, Gubkin, Vyksa, Yurga, Sarapul, and Kumertau. “These are cities that should be looked up to. They have already started to work with investors and development institutions, and at the end of last year they became actively involved in the implementation of all activities of the priority project “Monotowns”,” said Irina Makieva. “At the end of 2017, we will evaluate all 319 single-industry cities and in early 2018 we will announce the top ten winners,” stated I. Makieva.
The panelists focused on the attraction of Russian and foreign private investment in monotown economies. The event attendees discussed approaches to increasing their investment attractiveness, and also showed potential investors the opportunities and advantages for doing business in single-industry cities.
First Deputy Chairman of the Government of the Russian Federation Igor Shuvalov took part in the discussion. In his opinion, these monotowns feature great opportunities for small business development.
The discussion “Monotowns – New Opportunities for Business” was organized in conjunction with the third Russian Small and Medium-sized Enterprises Forum (SME Forum) on SPIEF’17 zero day. It was attended by more than 150 participants, including: governors, heads of single-industry cities, heads of federal executive authorities, development institutions, public and commercial organizations, as well as business representatives.
