VEB and Central Bank of Bosnia and Herzegovina sign an agreement on the technical procedure for accounting and repayment of the former USSR debt to the former SFRY

By entering into an agreement with Bosnia and Herzegovina, the Russian Federation has completed the settlement of its payment obligations related to trade between the former USSR and the former Socialist Federal Republic of Yugoslavia. The signing ceremony took place in the Russian Ministry of Finance Hall of Collegium. The Agreement was signed by Sergey Storchak, Deputy Minister of Finance of the Russian Federation, and Vjekoslav Bevanda, Minister of Finance and Treasury of Bosnia and Herzegovina.

At the same time, Vnesheconombank and the Central Bank of Bosnia and Herzegovina signed an interbank agreement on the technical procedure for accounting and repayment of debt under the intergovernmental agreement mentioned. The document was signed by Anton Staroselskiy, Deputy Chairman of Vnesheconombank, and Senad Softić, Governor of the CBBH. The Agreement ensures that the debt shall be converted into US dollars at the rate fixed in the multilateral intergovernmental Memorandum dd. 17.09.2003 on the settlement of mutual financial claims related to trade between the former USSR and the former SFRY. After the conversion, the obligations of the Russian Federation to Bosnia and Herzegovina amounting to USD 125.2 million shall be discharged by a single cash payment within 45 calendar days upon the effective date of the Agreement.

The execution of the above documents ends a 20- year plus old settlement process of repayment of the former USSR sovereign debt assumed by the Russian Federation. Throughout this period in the history of contemporary Russia, Vnesheconombank as the authorized agent for the RF Government has provided the Russian Ministry of Finance with its comprehensive accounting, clearing, information and analytical support to facilitate the negotiation process and implementation of agreements reached.
