Ammoniy Plant in Tatarstan Built with Support of VEB Underwent Warranty Tests
A complex to produce ammonia, methanol and granulated carbamide built in the Republic of Tatarstan with the financial support from Vnesheconombank has completed a full year of warranty operation at full designed capacity. The warranty has been provided by Japanese general contractor Mitsubishi Heavy Industries, Ltd (MHI).
The final acceptance certificate was signed on 20 October 2016 in Yokohama (Japan). For JSC Ammoniy, the acceptance certificate was signed by Rinat Khanbikov, Chairman of Board of Directors, and Sergey Shevchenko, Director General. The Japanese contractor was represented by top managers of MHI.
After successful warranty tests in 2015, JSC Ammoniy was put into operation in Q3 2015 and starting from October 2015 has completed a full year of warranty operation at full designed capacity.
One of VEB’s major projects with a significant innovation component, the Ammoniy Plant in Mendeleevsk was constructed based on the project finance principles. The construction of the complex to produce ammonia, methanol and granulated carbamide began in 2011 from scratch after JSC Ammoniy and a consortium of Japanese and Chinese companies comprising Mitsubishi Heavy Industries, Ltd (Japan), Sojitz Corporation Ltd (Japan) and China National Chemical Engineering Group Corp (CNCEC, China) signed in November 2010 a turnkey contract for the construction of a complex for combined production of ammonia and methanol, and a granulated carbamide production unit. In addition to the new construction, the contract also provided for the reconstruction of the existing facilities to produce ammonia nitrate, the mineral fertilizer widely used by Russian agricultural producers.
The project total cost amounts to USD 2.2bn, with VEB's approved commitment standing at USD 1.9bn. The lending transaction was financed out of the borrowed funds extended to Vnesheconombank by financial institutions Japan Bank for International Cooperation (JBIC), Sumitomo Mitsui Banking Corporation, Mizuho Bank and the Bank of Tokyo Mitsubishi with the participation of export insurance agency Nippon Export and Investment Insurance (NEXI), Japan, as well as on a commercial basis. The production facilities were constructed according to schedule and within the approved project budget.
In compliance with the loan agreements with VEB, JSC Ammoniy entered into contracts with leading global traders for the sale of 500,000 tons of carbamide a year to European, Latin American and Middle Eastern countries and had export transaction certificates issued at Vnesheconombank for the amount of deliveries mentioned.
Commissioning of the new plant has created some 500 new jobs and the project has already produced about RUB 1.5bn in taxes and other mandatory payments to the budgets of all levels and extra-budgetary funds.
The production facilities of the plant are designed to produce 717,500 tons of ammonia a year (exclusive of methanol production); 483,700 tons of ammonia and 233,800 tons of methanol a year in case of combined production, as well as up to 717,500 tons of granulated carbamide a year.
The Ammoniy Plant is a top ten industrial and infrastructure project put into operation over the past two years with financial aid from Vnesheconombank.
