Vnesheconombank Chairman Vladimir Dmitriev conducted the first session of the RSPP Committee Coordinating Working Group on Public Private Partnership and Investment Policy.

The Coordinating Working Group was set up to work out consolidated solutions needed for developing an infrastructure projects market and submitting proposals for upgrading mechanisms to develop infrastructure to the leadership of the Russian Federation.

In the attendance of the Working Group’s session were representatives of the State Duma of the Russian Federation, the Financial University under the Government of the Russian Federation, executives of the largest investor companies, financing institutions and leading consulting companies: CJSC Crocus International, Rosseti, State Company KORTROS, the Federal Project Finance Center, JSC Gazprombank, Bank VTB, VTB-Capital, Managing Company Leader, Airports of Regions, OJSC Company Ust-Luga, State Company Russian Motorways, Herbert Smith Freehills CIS LLP, Roland Berger Strategy Consultants.

The first session was devoted to discussing the current status and prospects of the public infrastructure development as one of necessary conditions for economic growth in the country as well as measures aimed at upgrading systems designed to regulate infrastructure sectors and at diversifying investment sources.

Vnesheconombank Chairman Vladimir Dmitriev said, “Infrastructure in all its various forms is a very important and maybe the most important trigger for developing a great number of Russian economic sectorsand therefore for forming up taxation base, creating new jobs, building innovation oriented sectors, manufacturing high value added products. In their addresses the session’s participantsstated that the existing regulatory models, the modern legal and institutional environment does not make it possible to regard infrastructure as being investment-attractive and there is a need for developing additional measures and mechanisms for implementing long-term investment projects.

The Coordinating Working Group is planning to work out key proposals for appropriate measures to provide the state’s support for developing infrastructure sector.
