Russian President Vladimir Putin signed a Law on Establishing a Russian Export Center (REC)on the basis of Vnesheconombank.

A Center to be establishedis designed to provide Russian exporters with a single window function. Thus, REC is to provide financial and non-financial support for Russian exporters.Under the Law, functions to support exports are to be performed by Vnesheconombank, JSC the Russian Export Center, JSC EXIAR, CJSC State SpecializedRussian Export-Import Bank. Vnesheconombank is appointed as activity coordinator.

Under the Law the Russian Export Center is to participate in implementing government policy in developing and supporting exports and assist in carrying out state and other projects associated with exports of goods; provide information and consultancy support to exporters, Russian investors making investments outside the territory of the Russian Federation, their foreign counterparties under relevant transactions, Russian and foreign credit institutions; organize access of Russian exporters and otherinterested persons to information on measures for supporting exports as well as on activities undertaken by Russian authorized government authorities and constituent entities of the Russian Federationon supporting exports; assist in promoting Russian industrial products abroad.
