Vnesheconombank’s statement in response to media information requests and questions

Traditionally, Vnesheconombank has been acting as the agent for the Government to service Russia’s foreign debt, with the procedure including the respective settlements with Syria in place. The Bank does not engage in any other commercial operations with the Central Bank of Syria, its Government or any organizations under their control. All the activities of Vnesheconombank are conducted in strict compliance with the sanctions imposed against the Republic of Syria by the European Union and the United Nations.

V. Dmitriev, Chairman of Vnesheconombank, made a few joking remarks and comments to journalists in respect of accusations by the US Senators that Russian banks were allegedly violating international sanctions against the regime of Bashar al-Assad.

“Thanks to God, they would not accuse the Bank of the use of chemical weapons. I guess now is the time when the US Senators would search for any pretext to put all the blame on organizations that do not happen to be accountable to the US Administration or are in no way subordinate to it. Actually, they seem to be prepared to accuse or suspect these organizations of a breach of certain rules and regulations established by Americans”, said V. Dmitriev.

As to Vnesheconombank, we are acting in full compliance with the law on Bank for Development and the effective Russian legislation. In the context of international sanctions, and I would underscore the fact, Vnesheconombank acts in strict compliance with the relevant provisions, added V. Dmitriev.

To quote Mr. Dmitriev, “Vnesheconombank acting expressly within the remit of powers and competences of the Bank for Development, has a clear mandate to service the country’s foreign debt. In order to fulfill the powers delegated to Vnesheconombank and within the framework of effective agreements related to settling the Syrian debt towards the Russian Federation under debts owed to the former USSR, Vnesheconombank is a designated bank to conduct tenders in the respective currency”.
