Vnesheconombank Intends to Participate in Arranging Financing of Projects Aimed at Developing DOSAAF’s Infrastructure Facilities

In the course of the MAKS-2011 International Aerospace Salon (the city of Zhukovsky), State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ and the All-Russian Voluntary Public Association – The Voluntary Society for Assisting Army, Air Force and Navy of Russia (DOSAAF of Russia) entered into an Agreement on Cooperation.

On behalf of Vnesheconombank the Agreement was signed by Board Member, Vnesheconombank Deputy Chairman Anatoly Ballo and on behalf of DOSAAF of Russia - by its Chairman Sergei Maev.

The Agreement aims to establish strategic partnership and long-term effective cooperation between the parties in implementing investment projects.

Under the Agreement the parties agreed to explore the possibility of arranging financing of projects aimed at developing DOSAAF’s infrastructure facilities to be implemented among other things on the terms of public private partnership. The parties also intend to cooperate in preparing expert opinions on projects, work out schemes for their financing and prepare recommendations to reduce potential risks arising in implementing projects.

In its turn Vnesheconombank is ready to render methodological assistance in preparing projects, study and evaluate projects submitted by DOSAAF of Russia, prepare proposals for raising non-budgetary financing for projects.

The Society for Assisting Defense, Aviation and Chemical Construction was set up in January of 1927. The Resolution of the Russian Government dated November 28, 2009 “On the All-Russian Voluntary Public Association – The Voluntary Society for Assisting Army, Air Force and Navy of Russia started a modern stage of DOSAAF’s development as a voluntary public association. A qualitatively new system of pre-draft youth training is being set up on its basis. It includes military patriotic education, development of military-applied, aviation and technical sports, training in military occupational specialties. Under the State Program “Patriotic Education of Russian Citizens for 2011-2015” and DOSAAF’s Program “Military Patriotic Education of Citizens for 2011-2015” military patriotic education and pre-military training  regional Centers are being created on the basis of DOSAAF’s existing aero clubs, automobile, marine and radio technical schools.

At present, 4 Central Sports Clubs, 366 sports-technical clubs, 51 rifle-sports clubs, 38 dog breeding dog clubs, 30  children’s and youth sports-technical schools are operating  in the DOSAAF system. The total number of those doing physical culture and sports in the DOSAAF system is about 100 thousand people.
