A Regular Meeting of the Working Group on Implementing the Agreement on Cooperation between Development Institutions

Under the chairmanship of Management Board Member – Vnesheconombank Deputy Chairman Mikhail Kopeikin a regular meeting of the Working Group on Implementing the Agreement on Cooperation between Development Institutions in securing continuous financing of innovation projects was held. This is the Working Group’s first meeting in a new format. The Skolkovo Fund became a party to the Agreement in April of 2011.

The main subjects of discussion were infrastructure and regulatory issues as well as issues of creating a flow of innovation projects seeking to obtain credit resources.

The meeting’s participants said that it was necessary to adjust legislation related to small and medium-sized enterprises (SMEs). Specifically, an obstacle to creating a continuous cycle of financing innovative SMEs is a legislative restriction on the capital structure of small and medium-sized enterprises (maximum participation in the capital of a legal entity which is not a SME is 25%). The said restrictions automatically exclude companies with participation in foreign investors’ and development institutions’ capital from a list of small and medium-sized enterprises entitled to receive the state’s support.

In order to address this problem an understanding was reached on submitting agreed proposals to the Russian Economic Development Ministry for increasing a minimum percentage participation share of foreign legal entities and development institution in SMEs’ charter capital. The minimum percentage participation share was set by Federal Law dated July 24, 2007 № 209-FZ.

The meeting’s participants also discussed initiatives by the parties to the Agreement aimed at creating an information analytical infrastructure of the innovations market. For example, the Russian Venture Company presented a project to create a data base of Russia’s innovation-venture ecosystem oriented both for foreign and Russian users. This information system will in particular contain actualized data on all facilities of innovations infrastructure (technoparks, technology transfer centers and etc) and this will make it easier for Russian innovators to gain access to property and consultation support.

CJSC MICEX informed on the launch of a new instrument designed for the innovations and investments market, namely, an information board that provides for creating a technological platform for securing interaction between private investors and innovations companies at various development stages. The new instrument is designed to expand innovations companies’ access to financial resources.

The meeting’s participants also discussed the data base on the projects that had been supported by development institutions. This data base is supposed to become an efficient instrument of communication between the parties to the Agreement in exchanging information on innovations projects and will substantially increase a flow of projects.
