Vnesheconombank to Participate in Preparing a Project to Modernize the Grozny Agglomeration Infrastructure

In the course of the 15th Petersburg International Economic Forum, State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’, the Chechen Government  and the municipality of Grozny entered into an Agreement on Cooperation in Preparing a Project “The Grozny Agglomeration Infrastructure Modernization and Development Project” with the use of public private partnership mechanisms.

On behalf of Vnesheconombank the Agreement was signed by Vnesheconombank Chairman Vladimir Dmitriev, on behalf of the Chechen Government - by its Chairman Odes Bisultanov and on behalf of the municipality of Grozny – by Mayor Muslim Khuchiev.

Under the Agreement the parties agreed to develop cooperation in putting together a PPP project “The Grozny Agglomeration Infrastructure Modernization and Development”. The project provides for modernizing heat, water supply and water drainage systems, creating an all-round system to manage production waste, consumption, secondary material resources as well as making it possible for the future Project operator to use advanced infrastructure engineering, construction and maintenance technologies.

This Project’s implementation would make it possible to improve residents’ quality of life, remove economic growth infrastructure restrictions, ensure economic growth of the region and the city of Grozny, reduce maintenance costs by way of raising non-budgetary investments, using state-of-the art infrastructure engineering construction and maintenance technologies.

The parties are to cooperate with the use of Vnesheconombank’s instruments for providing financial assistance in preparing regional and urban development projects and in line with the Russian Government’s order on appointing Vnesheconombank as sole provider of investment consulting services in the interests of the Russian constituent entity’s state needs for forming investment projects on PPP terms.
