LLC RogSibAl (it is incorporated in Glavstroy Corporation of Basic Element Group of Companies) and State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ entered into an additional Agreement on Increasing the Credit Line to 18.1 billion rubles. The funds are intended for implementing the project aimed at constructing the Main Olympic Village and a complex of buildings and facilities to accommodate members of the Olympic Family and the International Paralympic Committee in the city of Sochi.
Under the Agreement the credit line is open until the end of 2016. The project is being implemented through using both borrowed funds and Basic Element Group of Companies own funds.
An additional Agreement was signed to build on the Agreement concluded in September of 2009 between Vnesheconombank and RogSibAl on opening a credit line worth 2.15 billion rubles for a period of 8 years. The funds were intended for implementing the first stage of the project: doing survey work, project engineering, receiving authorizations, doing site preparation work. The State Environmental Expert Appraisal Committee and the Main Expert Appraisal Committee made positive conclusions on all facilities. An authorization for construction was also received. In March of 2011, LLC RogSibAl got down to implementing the second stage of the project – construction and installation work. Construction is scheduled to be completed in summer of 2013.
As part of building the Main Olympic Village, which incorporates the Paralympic Village, about 1700 apartments are to be built in varied level blocks (from 3 to 6 floors) with a total area of 232 thousand sqm In order to accommodate members of the Olympic Family and the International Paralympic Committee 12 seven-floor blocks with a total area of 110 thousand sqm including service facilities are to be built. The 2014 Olympic Sports facilities, Formula-1 track, and a yacht marine are to be placed next to apartments.
After the 2014 Winter Olympic and Paralymic Games the facilities are to be used as a multifunctional recreation complex.
The project is included in the Program of Building Olympic Facilities and Developing the City of Sochi as a Mountain and Climatic Resort. The Program was approved by the Russian Government’s resolution.
State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ is a key instrument for pursuing government economic policy. Vnesheconombank’s activity is aimed overcoming economic growth infrastructure restrictions, increasing natural resources utilization efficiency, developing high-technology industries, implementing projects in special economic zones, environmental protection projects, supporting small and medium-sized enterprises, providing support for agricultural and industrial exports and services, among other things, in order to diversify national exports. Vnesheconombank is one of the main creditors of the construction of Olympic and infrastructure facilities of the 2014 Sochi Olympics.
RogSibAl Company is incorporated in Glavstroy Corporation’s developer division. It specializes in a comprehensive development of territories and creating large-format multifunction centers. At present, the company’s key project is the construction of the Main Olympic Village and complex of buildings and facilities to accommodate members of the Olympic Family and the International Paralympic Committee in the Adler district of Sochi.
